MADE BY THE PROSECUTOR AND DENIES THAT ONE OF THE CLERKS ATTENDED TO VATE CORRESPONDENCE—& REVIEW OF TRE EVIDENCE THUS FAR GIVEN. ‘The investigation at the weather bureau yes- terday, after Tue Star's report closed, could hardly be called an investigation. It was rather more of a verbal duel between Capt. Israel Stone, assistant disbursing officer of | bureau. and ex-Chief of the Executive Division McLaughlin. It was eney | from the first to see that Capt. Stone and Mr. MeLaughlin were not on the terms of mtimacy | that would warrant one slapping the other on the shoulder and saying “Hello. After Tux Stan's report closed the crose- | examination of Capt. Stone was continued by | Mr. McLanghlin and an effort made to bring out the fact that there was ething irregu- lar in the captain's trip wi The only thing said Capt. Stone, | ‘was that it saved the government about | $100." In answer to a question Capt. Stone | said he knew nothing of another inspector | being in the neighborhood of Leavenworth at the time be was there. The investigation then branched back into the question of Mies Dant and her duties under Capt. Stone. Mr. MeLaughlin asked if Miss Dant did not do captain's | private corresnondence. and thix aroused Capt. Stone's direst rage. “No, sir, she does not,” he said,f-and, moreover, object most seriously to tuese dastardly intimatious.” Capt. Stone then intimated that the reason the vouchers for his western trip had vot been presented quicker was on account of Mr. Mc- Laughlin bimself, who he claimed was in the habit of holding back legitimate vouchers. This ended the investigation for the afternoon | and Gen, Coiby adjourned the inquiry over until this afternoon. GEN. COLBY'S FRIENDS INDIGNAY Speaking generally about the investigation, it may be said that Gen. Colby’s friends are indignant in the highest degree that Prof. Har- | rington should have seen fit to make # direct charge against him in the letter to the Secre- | tary of Agriculture. “The charges are utterly absurd.” said a friend of Gen Colby's today. ‘The Senate committee fully exonerated Gen. Foul Play Suspected and a Fellow-Work- man Arrested. The body of the colored man found floating in the Eastern Branch about noon yesterday, | mentioned in yesterday's Stam, was taken to the morgue where it was some time later identified as that of Joseph Connor of 616 12th street northeast. The man, forty-five or fifty years of age, had been miss- ing from his home nearly two weeks. | His wife, who identified the body, stated that | she bad last seen her husband on Emancipation day, the 17th instant. Con- nor was employed by Clark Lrothers, dealers im builders’ supplies at G and Delaware avenue, as a driver and foreman, | and was regarded as «sober and industrious wan. It is understood that some pre- views to Connor's disappearance he Bad some trouble with Lawrence Jobn- - Son, 8 man of about the same age and emplo Dy the same firm. It is said that Connor hed feported to the firm that he bad detected Jobn- eon in the act of stealing feed from firm snd this caused Johnson's, Connor's action aroused the “enmity of Johnson, and it is alleged “that at the time of Jae discharge Johnson made ‘threatening remarks against Connor, explain. thet the latter would not long draw a Hi - it is said that snother reasdn for Johnson's enmity was the fact that Connor ‘eceived a little higher salary than be did. Harring- | ton, chief of the . 5. Rockwood, | assistant chief, and H. E. Smith, chief clerk, the ‘object of such promotion being the yper retention in the service of Assistant erver Nichols, an inefiicient official and | | ra | distant connection or relative of the assistant | chief. Smith have | both testified iy the most unmistakable lan- guage that Niehcis had nothing w tion, On. the usion between | | Crane and either Prof. Harrington or Mr. wood to promote Crane as a reward for keeping | Nichols is of the vaguest characi ‘The second charge reads: The shi retention by Prof. Mark W. Harrington, chief of the bureau, to the detriment of the public service. of unworthy and incompetent sta:ion employes of the weather bureau, to wit: Henry | S. Nichols, Titus S. Townshend, Malcolm ii. Perry and others. On this charge many witnesses have been e: amined. That Nichols was an incompetent | man seems to be allowed by ail hands, although }the fact that Prof. Harrington's’ attention | had been thoroughly ‘called to such incom- petency scems far from proved. In the case of Townsend it would seem that Prof. Harrington at the time of the appointment knew nothing of a charge of forgery against the young man. That he kept him after his| neglect of duty was, it is contended, not on | account of favoritism, but from the really meritorious services which young Townshend | had rendered. With Perry the case would | seem to rest ona difference of opinion as to how grave an offense it was to send one false | observation, and when the sender was an espe- | cial protege of two senators and one repre- | sentative. ‘THE THIRD CHARG: The third charge is as follow. cial conduct of the chief and hi {in the weather bureau, in connection | appointment and retention in the service, in evasion or violation of the civil service ae of persons under the | designation of “expert compilers” who were not such experts and ae qualitied for such a pastarent: Wo wie tui Ga canst ott Wraacart| ladden, Belle F. Plummer, Mrs. B. C. Baker | and others. ‘The onl; thing really proved on this charge is that Madden, Mrs. Pinmmer and Mra. Baker were not “expert compilers,” but it bas been shown that they were ‘neither appoi by Prof. Harrington nor recommended by him, end on the other hand that in one of these cases he bad recommenced a dismissal. ‘The fourth charge states: The appointment and approval of persone as mestengers and laborers in the weather bureau whose services | were not necessary or required therein as such, and their employment tiereafter on work dis- | tinctively clerical under the chief of the bu- reau, in direct violation of the civil service rules. } Little has been testified on this charge, although the small testimony would seem to} show that in certain cases persous employed as laborers had occasionally been given work to do, which might more properly come under the head of clerical work. ‘The filth charge read ‘The antborization and approval by the chef | and assistaut chief of the b a of the travel- | ing and hotel expenses of officers and employes | incurred while absent from daty and not en- | gaged in proper work of the department, to wit: In the case of Israel W. Stone, assistant dis- bursing officer, and other employes of the bureau. On this charge oniy one witness bas been heard. That is Capt. Stone, against whom the | charge is leveled. On the examiuation of Capt. Stone's testimony it appears that he spent | 926.80 «in making detours, on offi- cial business, from the direct route of a private trip. If there was anything irreg- ular in the vouchers for this official business it has not been clearly shown as yet. ‘The last charge states: Favoritism, inefficiency and maladministra- improper offi- subordinates as bureau, the retention of persons in bigh posi- tions officially not required m the service and the improper diversion of the public funds and | of the special appropriation made for the main- tenance of such bureau. ‘This charge still remains for the future and = witnesses to prove it ave not yet been pro- juced. — Fine Floral Decorations.
