As a local NEWS paper and Ad- Ising Mediem it has ne competit On the night of the meeting of the general inaugural committee Tux Stax said that the snecess of the inauguration, so far as the credit of Washington was concerned, would depend upon the extent to which those who bappened | to find themselves intrusted with the duty of conducting the custemary ceremonies recog- nized the fact that this city—and not they themselves or the local representatives of any positical party or of any particular faction of a political party—would be the host of the occasion. After much factional and Personal pulling and hauling, jealousy, back- biting and open bickering, !t has come to pass that the decision of the extent to which Wash- ington shall be the host at its inauguration of « new President ress with Col. James G. Borret, who is to appoint the executive committee | Which will take active charge of the inangural ceremoates. The present prospect is that this committee will be made fairly representative of Washington and that the appofatments apon tt will not be parceled out among jealousand con- tending political factions in the evidently hopeless tack of smoothing the differences be- tween them. If the wise step is now taken of discarding entirely the plan of action which is based upon the assumption that the inanguration must be eo conducted as either to reconcile local political factions or to exalt or to crush a local political faction, and if, ignor- ing the squabbles which have retarded inang- ural arrangements and ignoring political and factional considerations altogether, the exeeu- tive committer is made broadly representative of Washington, placing conspicuously at the front, of course, in greeting a presidential guest those among the representative citizens who will ax democrats be most congenial to a dem- ceratic President, all will yet be well. The Sram te not ready to withdraw its prediction that the next inauguration will be the grandest, mort impressive, and most creditable to Wash- ington as en entertainer which has ever taken place. nr Representative Hopkins of Pennsylvania has started out to educate Congress. Mr. Hopkins bas only been in the national legislature since the ““Fifty-first™ commenced to be, but in the | brief period which has elapsed since that open- | img day he has repeatedly had impressed upon him the necessity for something which would render nugatory the ignorance of those who journey directly from the haunts of the uned- ucated to a seat in the Senate or the House. A burean of congres- sional service fs the panacea proposed by Mr. Hopkins; a bureau which is to render to members of Congress prompt and accurate information touching such matters as may be within its duties. The arrangement, if it be- comes law, will be an admirable one. Clerks of | the bureau can meet the legislators ax they arrive, conduct them to hotels or boarding houses and there explain to them the differences be- tween candles and illuminating gas. They may ‘also let fall a few instructive remarks on knives | and forks as table ware and call attention to those harsh regulations of civilized society which demand that men of exalted station shall remove their boots before retiring to rest in the early morning. Then the bureau could | prepare and print hand books from which the | you. You will have an exclusive garment then—the congressional novice might secure valuable in- formation as to the hours when dress suits may | have decided on the goods. or may not be worn; as to the cut of overcoats and the relative hues of scarfs and gloves. A monthly fashion plate, properly colored, would add materially to the popularity of the hand book. It may be that Mr. Hopkins does not intend -to have the bureau take up such an extensive task at the outset. Perhaps he does not mean to go | 5 any further just now than the appointment of a few clerks ho will notify members when to take their feet off their desks.
