It iseaid that the democrats are in for @ sharp fight over the organization of the im- portant committees of the Senate. As the new Senate convenes on the 4th of March, imme- diately after the expiration of the old term, the democrats will have to have their plan of re- ‘organization all arranged beforehand, so that there will be no delay. The work will, there- fore, be done this winter and the organization fully mapped out. Those democratic Senators standing at the bead of the minority on the several committees will expect to recure the chairmanship. There seems to be a movement on foot, however, to put Gorman over the bead of other Senators and make him chairman of the committee on appropriations and to aa- vance Carlisle to the chairmanship of the com= mittee on finance. The first would displace Mr. Cockrell of Mintonri, the second would tarn down Voorhees: of’ Indians. Both of there men would resent this action and both will make a determined figh? to pre« vent it. Custom was over-ridden when Care lisle, coming into the Senate for the first. time, was placed on the finance committee. To make him chairman he would have to be put over the head of Vance, Harris, McPherson end Voorhees. This would be the absolute disre- gard of senatorial courtesy. Ordinarily it would not be thought of for a moment without the consent of these Senators, and according to the custom of the Senate Mr. Voorhees has a claim upon the chairmanship which ts not to be aise regarded. But there is a strong disposition om the part of Carlisle's adherents to him to the ‘front, and the indications are thet there will be @ contest over the matter, and there is liable to be considerable bitterness growing out of it If Mr. Carlisle was at the head of the finance committes it is probable that Mr. Voor= hees would sccept no assignment in the ree organization, and bis resentment might go far enough to lead to his resignation. Tbe same situation exists ax to the chairmanship of the committee on appropriations. Cockrell will ex pect to goat the head of that committes, and tn attempt on the part of the friends of Mr. Gorman ‘to dispiace him would make a serious factional disturb nee in the party. It is nob expected now that any plan to displace Cock= ‘and Voorhees will succeed, but there will be considerable bitterness provoked before the thing is settled, and one result may be that both Gorman ‘and Carlisle, failing of the pro~ Botion which their friends seek for thera, will without env prominent assignment is ‘the organization. i ° CONGRESS AND THE WORLD'S FA TR What Members of the Appropriations Com- milter Say of a Report From Chicago. ‘The statement in a dispatch from Chicago that President Palmer will ask Congress for €140,000 for the national commission of the world’s fair to make up a deficit is not favorably received by members of the House committee ‘on appropriations. Mr. Sayers of Texts, a prominent member of the committeo, said that it was the understand- ing when $2,500,000 was voted for in the last Congress that no more money be asked for te aid the fair in anyway. Mr. Dockery of Missouri said be was not sure are! to her that the world’s fair officials were jntending to ask Congress for more mones. He said that there was a thorough urderstanding at the last-session that no more money was to be asked for the world’s fair, but the ma” of the institution would be inconsistent if did not come again for more money -o-——_—— Framing the Sundry Civil Bit, The estimates for the sundry civil approprise tion bill are now being «ent to the Capitol and being put into shape for drafting into « bill ig, the House committee on appropriations. The ‘estimates are coming in by galley sheets and no footing of the total sum of the estimates cag yet be made. ‘There appears to be a general increase in the estimates over those of last year, but it cannot yet be ascertained how much the total willovers run. Unless some decided cut is made this bill ‘as it passes Congress will be much heavier than last year. About $31,000,000 worth of river and harbor work was authorized at the last nose ston to be contracted for and if those contracts have been entered into in accordance with thet authority the sundry civil bill of this year | have to carry be A a Second Edition Continned on 6th Page. be no sovar a and — Torurr Laxouine. preserves the skin from the evil effects of wind, heat, irritating particles, For abrasions, burns, wounds.
