One thing which is almost certain to lead to the calling of an extra session of Congress in March has been entirely overlooked in the pub- lic discussion of the matter. It is that the democrats would like to have four more demo- crate in the Senate when they come to vote on | their proposed tariff bill, | While it is certain that the republicans will bea minority in the Senate during the Fifty- third Congress it is not certain that the demo- crate will have a majority. If they have forty-| four Senators they will have control, over all, by the casting vote of the Vice President. . If they fall short of that number they will bede- Pendent upon the votes of third party Senators 1¢ indications now are that these third party men Will vote with them on the reorganization and generally on the tariff question, but some | complications are apt to follow if the democrats are entirely dependent upon this outside assist- ance. A Conference This Morning—It May Be Ready Tuesday. Avconference was beld at the State Depart- ment this morning between the President and the members of his cabinet upon matters con- nected with the annual message. No cabinet meeting was held yesterday, the regular day, on nccount of Dr. Scott's condition, and it was found necessary, owing to the fact that the President will be absent from the city during the latter part of this week, to meet the | members of the Cabinet today. The confer- ence was held in the diplomatic room at the State Department and lasted for over au hour. It is now snid that the annual message of the President will not be as much delayed as it was feared yesterday. The President expects to send his message to Congress by next Tuesday.
