The accusa- tion had its origin in a discussion on the rela- tive merits of protection and free trade: was made in all seriousness, and yet bow absurd it is. From the foundation of this government up to the present time our gates bave been open to all mankind, the Chinaman only ex- cepted. With liberality the like of which the world never saw elsewhere, millions of acres of the richest soil were given freely to the people in exchange for a mere promise that a portion of it should be cultivated within = reasonable period. There was instantaneous acceptance of the generous proffer, especially by those who had found it more than difficult to earn a de- cent living in the realm of her most gracious majesty; they came from all parts of Europe, by tens of thousands in a day, hangry for the soil and proud of their newly acquired privileges. No one asked them to abjure their allegiance to the lands in which they were born or the sovereigns under whose benign influences they bad been unable to make both‘ends meet, but of their own accord they took advantage of the protection found in our naturalization laws; of their own motion they became part of the greatest cation history has any record of; and in due season, or sooner, they participated freely in oar governmental affaira.
