MORGAN SPEAKS ON IT. | He Advocates the Adoption of the Measure. THE FORTIFICATION BILL Taken Up and Passed in the House Today. THE SENATE. In presenting a petition from Riley county, Kan., in relation to the prevalence of lynch law Mr. Peffer stated thut from newspaper re- ports the practice was growing in all parts of the conntry—north, south, east and west. Many poor people, particularly colored people, were being hounded and hunted and hanged or shot to death when merely suspected of crime. It was time, he thought, for the American Con- gress to take action in that mutter and he hoped wat the judiciary committee (to which the tition was referred) would report promptly. CONFERENCE ON THE DIPLOMATIC BILL. | . Aconference was ordered on the diplomatic and consular appropriation bill, and Messrs. Hale, Allison and Blackburn were appatnted conferees on the part of the Senate. | Mr. Morrill gave notice that he wonld address the Serate on the subject of silver tomorro ‘before all the other «ide of the chamber shall have left for Chicago.” Mr. Call gave notice that (instead of address- ing the Senate today on_ the subject of railroad companies ss connected with the election of Senators) he would yield now to Mr. M and postpone his remarks till Monday next, Mr. Dixon was appointed a member of the committee on failed national banks instead of Mr. Higgins, excused. THE FREE COINAGE BILL, The bill to provide for the free coinage of gold and silver was then taken up. | Mr. Palmer moved to strike out all of the bill | except the first section, which fixes the standard | of gold and silver dollars, males those coins legal tender and permits Owners of silver or gold bullion to have it minted for their benefit and without charge, ‘MR. MORGAN'S SPEECH. Mr. Morgan addressed the Senate in support | of the bill, ‘The silver plank in the Minneapolis | republican platform was (he said) a step to the front in the way of a restoration of silver as a | money metal. It was still timid and irresolute, and dealt in equivocal phrases, But it seemed to cut loose forever from the single gold stand- ard of the Senator from Ohio and to demand the use of both gold and silver as standard money. The people had the right, however, to | expect that the democracy would in Chicago | step to the front and demand not only standard | silver money equal with gold, but that silver should have the right of free coinage. If such | adeclaration wdre suppressed at any man's bidding that man would be in turn suppressed at the bidding of the people. THE INTERNATIONAL CONFERENCE, national monctary conference Mr. Morgan said that he did not attach much importance to it. There had been already three such conferences— in 1867, 1877 and 1881—and he was hopeless of any good result to come from a new effort in’ that direction. Hia chief purpose today | was to show the impossibility of the recovery by the United States from its financial con- | dition by a resort to an international confer- ence and agreement, Mr. Morgan recapitulated the events which led up toand resulted in. the | demonetization of silver in 1873—particularly | Mr. Sherman's connection therewith—and quoted largely from speeches of Benator Beck of Kentucky and Senator Jones of Nevada, A SUGGESTION To MR. SHERMAN. ‘The Senator from Ohio, Mr. Morgan said, proposed now a change of ratio, He suggested “sending silver to the poor house” at |the rate of 23 to 1. This would give to the gold men more than $1,300,000,000. In that “aoc gd of = the wary olitician found a plea for 2 The evil day when he vould have to Falla ins | without straddling and toe the mark without | falling down.” The Senator from Ohio said that a new ratio ought to be made, and the gold men and politicians said “yea” and “amen.” That would give to the gold men more money and would give to the politician the postponement of the evil day | when they would have to face the music and tell whether they would serve God or mam- . a4 change ot intl was the last refuge of the gold men an roposed to aire | whother it was a houre of eafety for the people. ‘The people of the United States were under no obligation or sestraint to petition foreign | ers for constitutional rights, or to | them from the holders of gold st home or abroad. If silver was not a money metal under | the Constitution, and if gold was a money | metaland its holders were entitled to free | coinage, then his (Mr. Morgan's) position was not tenable. THE HOUSE. After the transaction of some routine business the House went into committee of the whole (ir. MeCreary of Kentucky in the chair) on the fortification appropriation bill. Mr. Breckinridge (Ky.), in cbarge of the bill, 1 briefly explained its provisions. It appropriated $2,412,376, $1,362,427 less than the amount of the bill of last year, and authorizes the Secretary of War to make contracts for cer- tain work involving a further e: iture of $1,376,600.
