As a local NEWS ‘and Ad- ‘Vertising Mediam it has ne competitor. pet ‘The taxation of the owner of an unimproved Jot, by the composite single-tax rental value as- sessment plan, upon the imaginary rental value of an imaginary house erected upon his lot, is defended on the ground that if the lot-owner has not improved his lot he ought to have dope so, that it is to the public interest that he erect & building upon his property, and that no more effective inducement to make the imaginary structure real can be devised than to assume that the building exists and to impose a tax upon it. It is undoubtedly desirable from the community's point of view that bud shall not remain unimproved. It i even more clearly and more strongly in the publie interest that residents shall become thoroughly identified with the city and own permanent homes here. It is obviously more important to induce him who owns neither house nor lot to acquire both, than to cause him who owns a lot to build upon it, If the public, therefore, ix jus- tified in taxing a lot-owner upon an imaginary house in order to cause him to build it, the public will be even more clearly and powerfully justified in taxing the resdent who owns no real éstate upon both an imaginary lot and an im- aginary house, in order to induce him to buy a lot and build a home upon it. The, resident thus taxed upon a local “Castle in Spain” may not have the means to convert his castle from a fiction into @ reality.
