It woud not be unfair to print the bill in fall and comment upon its provisions. I have read the bill carefully and find ia it matter worthy of attention. ‘The bill is mandatory only in this, that it Provides for the compilation of some ex- ceedingly valuable statistice, which would cost but little, and whose regular publication, eagerly watched, would substitute fact for guesswork in our estimates of currency affairs, balance of the bill is perminsive, permit- ting the making and paying of debts according to a Rew standard, the need of which is power- fully felt The sole sundard is now gold, and, remembering that the best English authorities admit a fluctuation in this standard of not less than 24 per cent ‘within the space of ten recent years, is ridienle the only fit reward of the honest attempt to in- troduce « better? The composite dollar is not coin, but a standard. and of use only in time transactions. In/actual use it would make a Promise to pay any given amount of wealth at Some time in the future an unvarying thing, Utterly unaffected by inflation or contraction of the currency. It would protect equally the farmer in bis humbie home and the millionaire am his palaces.
