POSTMASTER GENERAL ON TRE WITWEss ETAXD— TRE SUPARQUENT INVESTOATION OF THE CARR DY INSPECTORS AND THEIR PULL REPORT— WET NO DISMISSALS WERE MADE, The House committee on reform in the civil Service today began ite investigation into the allegations that the civil service law bas beom violated by the federal officials at Baltimore, The resolution under which the committee ts Proceeding recites in the preamble that Thee- dore Roosevelt, civil service commiss.oner, im May, 1891, reported to the civil service commission that # number of federal office holders in Baltimore took an active port tn the primary election there, raised and spent for political expenses amd as they ad= mitted violated the United States civil service statutes, the punishment for which is die missal from office and imprisonment; that the commission upon —Koosewtlt's findings recommended to the President the dismissal of the guilty officials, aud that the civil service reform association of Balti- more called attention to the fact that no off cial action has been taken in consequence, Therefore the committee i directed to ascer- tain whether any or all of the guilty officials are still in oftice and whether they have beoa indicted or prosecuted. . Postmaster General Wanamaker was the ret witness, ALL STILL IN THE SERVICE. - Chairman Andrew briefly reviewed the par Pose of the investigation, stating that twenty. one of the employes found to have viointed the law were in the Baltimore post office. He axked whethor any of these persons were «till in office or had been indicted. The Postmaster General replied that the persons were all. im the empioy of the government and pone bad been mich The reasous tor this he would state. Immediately after witness had ge- ceived the report of the civil service commis sion the postmaster at Paltumore had pro- tested against the proceedings, calling them star chamber sittings, where Injustice had been done tue twenty- employes, because they were not permitted to make defense. Witness had thereupon ordered an investiga: tion by the post office inspectors to learn the whole truth, and the insjectors had reported: THE P, ©. INSPECTORS’ REPORT. “It is our opinion that the facts do not justify the dismissal of the twenty-one employes oF any oneof them for violation of the civil service iaws arge The inspectors were the best men im the service, They based their opinion upon the nature of the election, which was not national, state or cot ty, but an election for making new rules for the republican party, Witness did not know Whether or not that was good ground, but inspector's opinion was sustained upon re’ by the assistant attoruey general for the Office Department an: by other authorities. The employes in the caso were poor men, soldiers and sons of soldiers, and the amount of their con- tributions wes not much larger than the sam that would be required to pay for printing the report of the civil service commission, They declared that ther were innocent of any intent to violate the laws, and as to some of them de- nied that they had violated the law at all WHAT THE MEN assuTED, . Of course there was ® difference of opinion im the case, ‘The men asserted that they bee longed toa club, and that they were simply paying their dues, Their statements before the civil service commission were not under oath; before the inspectors they were, The men had already been sufficiently punished by baving charges mado agaist them which were not sustained by the facts, ‘The inspectors who made the investigation were Messrs, Wheeler and Sharpe and their re- port, covering 900 pages, Was in Witness’ pocket and was open to the inspection of the committee, The employes amvolved were very ordinary men and according to their statement were confused and embarrassed during the commissioner's ex- amination by the maltiplicity and character the questions. They were siso alarmed by the newspaper stories that they were to be dis missed. Witness felt that it was his duty, im ‘the circumstances, to orddr an official investie gation, AUTHORITY FOR THE IXVESTIGATION, Mr. Boatuer, ameraber of the committes, asked if there was any law authorizing the ime vestigation. The Postmaster General was ua- able to point Sto any such law, but explained the precedents and the functions of the in- spectors, in answer to questions by Chairman An- drew, he said that the Postmaster General could not dismiss a clerk in any post office. He could dismiss the postmaster. Mr. Boatuer suggested that a request by the Postmaster General for the dismissal of a clerks would be effective, ‘The Postmaster General, however, replied that it had not always been so.
