As a local NEWS paper and Advertising Mediam it bas ne competitor. —————— ‘The protest of the regents of the Smith- Sonian Institution against the cutting down of ‘the appropriation for the maintenance of the Zoo, accompanied by the alarming suggestion of s possible escape of the imperfectly housed enimals, threatening s conversion into mince- meat of juvenile Zoo ‘isitors, ought to bring the Zoo question to a bead. It is proposed that the District sball ‘pay one-half of the cost of maintenance of this Zoo, and the local taxpayers take, therefore, a direct interest in the controversy. It isto be femembered that the Smithsonian Insti- tation, having s few animals in its grounds, worked through Mr. Hornaday to se- cure an enlargement by the govern- ment of the accommodations for and the numbers of the government's scientific col- lection, for the special purpose of preserving for scientific ends the national types of ani- mals, which are fast becoming extinct. Con- gress, instead of granting or refusing this re- quest of the Smithsonian, established a na- tional Zoo, under the control of the Smith- sonian, and imposed one-half of the expense upon the District, whose people had not asked for it, could not afford it, and did not wish it, as local institution. This absurd perform- ance defeated the scientific ends of the Smith- sonian, and forced the District into an expen- sive and undesired partnership in the gratuitous menagerie business with the United States. The Smithsonian naturally wishes to make acredita- Dleexhibit of the so-called national Zoo placed under its charge, and calls for a suitable appro priation. The purchase and maintenance of ‘wild animals are very expensive undertakings, and the District, in view of its present urgent material needs, is in no condition to in- dulge in the luxury. It is time to dissolve this compulsory arrangement by which the local taxpayer buys and maintains beasts, birds and fishes which he never asked for, and which he does not wan: If as some have in- mated, the Zoq is « local institution, place it under the control of the District Commissioners, sell off the animals al- ready acquired which threaten the lives of the District babies, and postpone the purchase of a Zoo for the District's gratifi- cation until the District asks for it, Either make the Zoo national in fact and provide suit- ably for it from the national funds asa part of the government's scientific apparatus, or Kill it, The land acquired for the Zoo is good purchase and will not spoil.
