In view of the amount of the District appro- Priation bill as it passed the House, and of its amount as reported to the Senate, and of the practice of the conferrees between the two Douses to decide upon a compromise sum, the Dill will probably in the ead provide for about ‘the same expenditare as that carried by last year’s appropriation act. The Secretary of the ‘Treasury set the bad example of using last year's Sgures as the basis of appropriation, fnstead of giving close and thoughtfal con- sideration to the needs and probable revenues ‘of the year for which provision was to be made, end Congressional legislation has been built upon this unsound foundation. Both the Becretary and Congress fail to recognize that the annual growth of an expanding city like ‘Washington, which is indicated by # consider able increase in revenue from taxation, is ac- companied by a corresponding enlargement of the current needs which are to be met by the appropriation, and also by acertain variation 4m the charactor of these ueeds and in the items which demand most urgent attention. It is in- sisted that the capital in its period of greatest growth shail be dressed in clothes of last year's size and cut upon last year's pattern, no matter how many inches of ankle, knee and ‘elbow are left uncovered or how many buttons refuse to button. There is one consoling re- flection in connection with this pinching parsi- mony inclothing the city, in supplying ite current wants. A isrger sum is accumulated from the local taxes and other sources of reve- nue with which to meet special and extraordi- nary expenses like the cost of a municipal building, the expense of the Grand Army encampment, the reconstruction of the seewer system, and any expenses which may be incurred jin connection with Rock Creek Park. It is likely that the present District bill will leave unappropriated about half million dollarsof District taxes, which sum ‘under the law means a million dollars when ap- plied to proper municipal objects. An eco- nomical Congress would make a natural and commendable disposition of a considerable portion of this surplus in the erection ive mastipel tabting vauh would save the rent paid for the present unsuitable structure, would utilize the ground set aside for this purpose and lying idle, for which the District is in effect paying rent every year to the Market Company, and would give the local goveroment a home that ‘would not be discreditabie to the national cap- ital. The ground belongs to the government and is already provided. The expenditure could be concentrated upon the building. Such # structure is very much neeled. ee The first week in April is apt to be very in- teresting ins presidential election year. Mu- nicipal elections occur today in Hartford, Conn., Cincinnati, Cleveland, Columbus, Ohio, and in Milwaukee, Wis Stato conventions will meet as follows: Oregon. republican, on Wednesday; Arkansas, republican, on Thursday; Masachu- setts, democratic, on Friday. Only the first named of these will do more than nominate delegates at large to the respective national seonventions, and that one will nominate also governor and two Congressmen. The latter nominations are to carry out the new appo:- tionment act. ‘The important political event of the week is the state election on Wednesday in Rhode Island. The public interest over the result increases as the day draws near. Probably no election ever held in the state since the times of the Dorr rebellion has ex- cited such intense feeling within the borders ‘or such widespread interest beyond them. It ia not simply because the protection leader in the Senate is up for re-election, not chiefly that ‘the democrats are rendered more hopeful or powerful since the extension of the electoral franchise, not wholly for the reason that the two parties are arrayed on tariff lines that affect state policy and the private industry of ‘the people. Nor is it due alone to the coincidence | of Mr. Cleveland's candidacy with the leading | iseue before the public in the little state. To all these causcs is the anxiety of partisans due. Before 1889 the republican majorities ranged Between 4.139 and 8,336. Im that year the new suffrage law giving to naturalized voters the benefits of free suffrage, without regard to the amount of real estate they owned, went into effect, and thenceforward ‘the democratic piaralities up to and including 1891 were steady, although small. Ina total ‘ote of 42,000 to 45,000 the plurality has ranged from 808 to 1.254. According to the census of 1890 the population was 345.506. ‘The excess of female over male population and the large number of unnaturalized foreigners will re- duce the voting ratio to something like six and shalf of population to a voter. This would give about 54,000. Of this number some thou- sands will not vote. The chances seem to be slightly in favor of the republicans. The €ourse of the Providence Journal, the leading newspaper, will influence the independents to support the republican ticket, and besides this the bringing out of a full vote and the fact that it is a presidential year are relied upon to in- erease the vote of that ticket. $+ The grand jury in New York, urged on toa Point where it can no longer hesitate, inti- niates in « mild and general way that the moral tone of municipal affairs in that city is con- siderably below the most desirable standard.
