His Claim That It is a Violation of Treaty Obligations, THE SENATE ‘The expectation of an interesting discussion on the silver question, based upon Mr. Mor- gan's resolutions instructing the committee on finance to examine into and report upon cer- tain phases of the subject, seemed to have no particularly attractive power on the general public, for the gallerics had even less than the usual number of spectators when the session of the day began. ‘There was a fair attend- ance of Senators, but Mr. Morgan's own seat was unoccupied. THE M'OARRAAN CLAIM. The famous McGarraban claim made its reg- ular reappearance in the Senate today in the shape of a bill reported by Mr. Teiler from the judiciary committee to submit to the Court of Claims the title of MeGarraban to the grant of land 60 lon, =— by him. It was placed on the calendar, 3 loar, chairman of the fudiciary cate stating that he bad been absent from the sittings of the committee during the time that that bill was before it, and since then he had been unable to give the sub- ject the extensive investigation which it re- ‘quired. He therefore did not concur in the report for the present, but reserved the right to op- pose it, as he should determine after examining the subject. MR.
