In addi- tion to these appropriations, which represent ‘the contributions of all taxpayers, there bas ‘been & guarantee subscription by private citi- zens, especially by those who would derive the greatest immediate pecuniary benefit from the concourse of people, and by representative wealthy and public-spirited men. Washington, though far from having the wealth of several of its predecessors among entertaining cities, will raise by private subscription » larger amount than any other city bas contributed in thisform. Fifty thousand dollars, at least, ‘will be supplied in this way. But the encamp- ment fund ought not to be made up exclusively from the contributions of the fraction of citizens in whom public spirit is strongest. ‘The principle recognized in other cities that all property is benefited and that all property should therefore contribute its mite to meet ‘the expense applies with equal force here. If Congress should respond favorably to this Grand Army suggestion undoubtedly many more thousands of the soldiers would be pres- ent than could otherwise attend, and to this extent the encampment would be more com- pletely and conspicuously success. But it is to be distinctly understood that this national action is a matter between the Grand Army and Congress, and that Washington will in any event spend on this encampment more than any other city, even wealthy Boston, has ex- pended, and that it is not applying to Congress for this direct national aid, but for an appro- priation from its municipal funds. Congress ought to be quick to respond hear- tily to the effort of the national city to enter- tain creditably at the nation’s home the nation’s defenders. ———__++___ Not the least valuable business done or pro- Posed to be done in the Maryland legislature at this session is that relating to public roads in the ten counties of Anne Arundel, Baltimore, Calvert, Charles, Carroll, Howard, Montgom- ery, Somerset, St. Mary's and Wicomico. The provisions are different in different counties. ‘Thus in old St. Mary's the governor is author- ized simply to appoint three road commission- 78, who are to appoint the supervisors to have general charge of the roads.
