Tt was referred to a senate committec, which, like all other senate committees, ha. a majority of Sherman men im it, and soon after was reported back to the senate, with a recommendation for its A vote was taken before the Foraker men had an opportunity to examine the pian of the districts and passed by a strict party vote. BB was then discovered that the districts were 80 arranged that all the leaders on the Shermaa side of the party were provided with strong re- publican districts,in which they could easily ee cure the nomination.
