The main object, apart from all possible defect of this or that mode of Jedicial reform, is to obtain from Congress as early as may be some measure by which both the public and the bench and bar will be bene- fited. The Court of Appeals is preferred by the House judiciary committee, and it is not believed that that committee will adopt any ether proposition. A large number of the District lawyers, together with the Dis- trict Supreme Court, favor an enlargement ef the present tribunal. But in face of the danger of losing for a long time, if not indefi- nitely, the chance of getting anything done,the ‘Wisdom of uniting in securing with some modi- fication, perhaps, the bill which can be enacted into law is coming to be generally recognized Either measure would afford the desired relief faa greater or smaller degree. The general disposition is to accept that which is nearest at band—tbat, in a word, which is possible. But it ought to be provided that a majority of the Court of Appeals should be selected from the District. +38 New York is one of the states agitating for good roads and more of them. Asthe principles of this measure appear to be of wider than local interest it may be well to state briefly a few of the lead- ing provisions. A board of state road commis- sioners, composed of two democrats and two Fepublicans, is created, to which the construc- tion and maintenance of state roads outside of cities and incorporated villages are entrusted. ‘This means a uon-partisan administration— Just as it should be. The subject matter is public, but not political. The bill further pro- Vides for the submission to the people of a Jaw on the referendum principle authorizing #loan of ten million dollars for defraying the cost of such roads The manner of spending the money if authorized is directed by the bill. ‘The state engineer determines the kind and character of roads to be constructed and the contracts are awarded by the commissioners to the lowest bidder. The roads contemplated are to connect the county seats of adjacent counties or other points of greater import- ance and are to run along other lines already existing, so far as practica- ble This seems$ to be for the Purpose of affording a number of competing | lines of intercourse or because the old lines are | Most favorably situated for communication. A variation of the plan may be desirable in communities less thickly populated or where | the wants of communication are more fully to be met by diverging lines. The law provides ‘that any objections made by the inhabitants of ‘county to the line adopted by the state engi- neer may be heard by the commissioners and the proceedings reviewed by the supreme | court.
