THE EVENING STAR. WASHINGTON: MONDAY...... CKOSBY 5. NOYES. THE EVENING STAR has a regular and permanent circulation Im Washingten three times larger than that of any other paper im the city. As a local NEWS paper and Advertising Medium it bas no competitor. ‘Two plans for amending the higher judiciary system in the District of Columbia so as to secure increased efficiency dnd meet the grow- ing wants of the public have been discussed. One, favored by the Supreme Cour: of the District, is for an increase of that court from six to nine members. The other is for a Court of Appeals. The latter plan is embodied in bill reported in the House by Chairman Culber- son of the judiciary committee. Appeals are to be direct from this new tribunal to the Su- preme Court of the United States, the District Supreme Court becoming a tribunal for the trial of cases only. The objections raised or likely to be raised to the bill are chiefly these: expense and loss of dignity to the Supreme Court. Ifa bill were passed making the places of recorder of deeds’ and register of wills sal- aried offices the saving would mect the ad- @itional outlay. There is something in the charge that the proposed increase of salaries of the Supreme Court justices and the lessening of labor by the devolution of appeals on the Court of Appeals do not compensate to the Supreme Court for the loss of dignity. But, as Mr. Culberson says, the present plan amounts almost to a denial of justice, while the ‘new system will enable the judges of the Dis- trict Supreme Court to give ali their time to the trial of cases and the three judges of the Appeals Court would probably transact more basiness than the five as originally proposed. Whatever scheme is tinally adopted by Congress, whether an enlargement of the present ma- chinery of justice or the supply of a new aux- iliary machin z£ Stan hopes that the meas- ure framed will be carefully considered in all of its details and suited to the wants of the Dis- trict, and not to some ideal condition or to some other commanity than that for which it is imtended. The main thing is to have promptly enacted a measure of some sort which will enabie the local judicia! machinery to work satisfactorily and rapidly, so that it may not be in its operations years belind cur- rent controversies. ——<+s___ The subject of “The Decline of Railroad Building” is treated ably and fully in the Feb- ruary number of the Enyincering Magazine by ‘Thomas L. Greene. While in 1889 and 1390 the construction amounted in the United States to about 5,700 miles, it was in 1891 a little ever 4,000 and quite 5,000 for the continent.
