In answer to a question by Senator Colquitt ‘Mr. Van Wormer said it was designed to con- nect Jersey City, Brooklyn, Hoboken and the twenty sub stations with w York post office. He spoke of the successful operation of the pneumatic tube system employed by the Western Union Telegraph Company to connect its New York offices. Mr. Polk, an engineer, spoke of the mechan- ical devices necessary to facilitate city mail distribution. He proposed, for the postal service, tubes one foot in diameter, with car- riers five or six feet long, holding about 10,000 letters, He had seen such a carrier as he described propelled by electricity at the rate of fifty-rix miles an hour at a cost of 10 cents per ton per mile. The carrier would reach the Grand Central station from the New York post office in four minutes. dhe present cost of mail transfer was about 10 cents per ton per mile. His estimate of the cost of # tube was about $20,000 per mile. ‘The electric system would cost more to con- struct; the pneumatic eystem more to operate. That estimate contemplated tube supported on posts. Possibly the property owners might object to that. ‘To cerry it on the elevated railroad structures would reduce the cost of construction one-half. The Canadian Reciprocity Commissioners to Leave Washington Today. The Canadian reciprocity negotiations came toanend today. There wae a session of about two hours and a balf at the State Department, attended by Secretary Blaine and Gen. Foster on the side of the United States and Sir Julian Pauncofoteand the Canadian commissioners on behalf of the applicants for reciprocal trade relations, At the end of the meeting it was announced that the negotiations were concluded and that the visitors would leave for Canada tonight. It was known before the meeting begaa that they expected to get awey from Washington today. It is generally felt, though no official announcement of the result can as yet be ined, that the mission "of the commissioners has not been successful, and that they have obtained no promise from’ this government on which a treaty or even formal Regotiations might be based. pi aaa rales PROTECTION AGAINST FIRE, Senator Pettigrew’s Comprehensive Bill in Regard to Certain Buildings in This District. Senator Pettigrew today introduced a very comprehensive Dill “tin relation to ways of egress and means of escape from fire in cer- tain buildings within the District of Co- lambia.” ‘The measure provides that every building now or hereafter used as a hotel, apartment house, flat, factory, manufactory, theater, tenement house, church, seminary, college, academy, hospital, asylum, store, office buiiding, hall or place of amusement, or an; other establishment the owner of which notified by the mspector of buildings that the provisions of the act are by him deemed nppli- gable, shall be provided with proper ways of egress or other sufficicnt means of escape from fire. Women and cluldren shall not be employed ina room above the second story from which theco fs only one way of ae ‘The inspector of buildings is required to in- spect and issue certificates of inspection, the latter subject to revocation. No wooden flue or air duct for hesting or ventilating purposes will be allowed in any building subject to the provisions of the act, and no pipe for conveying hot sir or steam shall be placed nearer than two inches to eny woodwork unless the woodwork is protected by incombustible material.
