4 THE EVENING STAR WASHINGTON: TUESDAY... January 5, 1292. CROSBY THE EVENING STAR has a regular and permanent circulation in Washington three times larger than that of any other paper tm the city. As a local NEWS paper and Advertising Medium it has ne competitor. The fret that ballot reform has prevailed in most English-speaking countries, baving re- cently Lecome the American as wells the Canadian, tho English and the Australian system, makes interesting the leading points in ‘the history of its progress. These are given by Mr. Joseph BK Bishop in the January Forum, along with the present state of the Iaw fu the thirty-three states of the Union in which the secret ballot has been adopted Fourteen years after the Australians had put the prin- ciple into action or I i872, it was established by law tu England. The period of agitation was four years. A few years later it became the law in Canada and the agitation began in the United States A crude bill embodying some of the reform principles was un-ler con- sideration in the Michigan legislature in 1585, but systematic work for the system did not begin until 1887, in the discussions of the Com- monwealth Club of New York city.
