Hill and other New York democrats to cause the Present New York legislature to choove the Presidential electors instead of pursuing the customary method of popular election. The decision of the state court of appeals as inter- preted or misinterpreted by the board of can- vassers may give the democrats both branches of the legislature in New York, but the fact re- mains that in ali of the contested districts ® majority of the people voted for republican senators. A legislature constituted in this way and casting the electoral vote which might de- cide the presidential contest would in the judg- ment of a majority of the people without re- gard to party be an iniquity. That the people of New York under the Constitution of the United States have the right to cast their votes for President and Vice President in any man- ner they may see fit not incompatible with the institutions of the state and the republic is ad- mitted. But such procedure as that sug- gested as contemplated is revolting to the sense of American fair play. ‘The issue was not defined before the recent election. The legis- lature was not elected for any such purpose. It would be to all moral intent the same as pass- ing an ex post facto law to enact a statute pro- viding for the casting of the electoral vote of the state by the legislature. With all his bold- ness and his presidential yearnings Gov. Hill would hardiy ventare in this manuer to chal- lenge public opinion. ro —___ ‘The death this morning of Gen. M. C. Meigs removes a conspicuous figure from the local as well as national stage of action. The old army had no more devoted officer. Among the achievements that give Gen. Meigs a prominent place among the great engineers of the United Statesarmy are the bridge over Cabin John's run near this city, the finest single arch in the world spanning any stream, and the introdue- tion of Potomac water into the District for public, domestic and other ures, The services of Gen. Meigs as quartermaster general during the late war were simply incalculable. Fora long and critical period all the supplies for the men in the field were forwarded under hisdi- rection, and his efliciency at this important post was @ matter of general congratulation then and afterward. Gen. Meigs bas so long been identitied with the republic's capital that the people of Washington regard his death as a local Joss in an important sense. Senator Daniel's bill to repeal the statute pro- bibiting such service is timely and should not be overlooked im the work of the session.
