As a local NEWS paper and Advertixving Medium it has ne competitor. ——————————— There ought not to beans political competitive cheese-paring in respect to the District appro- priations. To be satisfactorily met the needs of the developing capital will reqnire niore than the amount of the probable District revenues. In respect to some great improvements, of Which the cost is much reduced and the pe eaniary benefits enlarged by prompt comple tion, it would even be wise economy to borrow money to finish the proposed works speedily. In any event there is not the slightest reason why the fall revenues of the District from tax- ation and other sources provided by law should not be applied as far as they will go to meet municipal needs whose full sati«faction would absorba mach larger amount, ‘There is no cause for accumulating a surplaa, ‘The wise financial policy concerning District ex- penditures is exhibited in the intelligent and economical apportionment of the local reve- ues upon local needs, in proportion to their importance and urgency, lopping off extrava- gant and foolish items, and applying the money thus saved upon deserving municipal projects. ‘True economy is shown in the manner in which the District revenues are expended, in making every cent go the farthest in promotion of the capital's welfare, and not i refusing to spend | @ large part of those revenues and permitting them to lie idle and unfruttful in the treasury. The Commissioners of the District have based their estimates of proposed expenditures upon @ reas ble ealeu! nm of the revenues. The Secretary of the Treasury in the book of estimates states that heis unable to indicate items in which changes should judicionsly be . but recommends that the District appropria- tion be limited to last year's amount, more t # million dollars less than the Commissioners’ estimate. He does not suggest that the local revenues will be unequal to the proposed ex- penditure, he does not critt eny item of expenditure proposed by the Commissioners as unnecessary or otherwise objectionable, he does not indicate any reasonYor the creation of surplus,—but ne thinks that a million dollars of the current iocal revenues, one-half derived from the taxation of citizens, should remain unexpended in the treasury vaults. The sug- gestion to the House committee on approprin- tions isa bad one. That committee always shows a disposition to cut appropriations to the lowest point, and encouragement is fur- nished by the Secretary's action to make « like unreasonable and unreasoning shave in the District bill and to go the Secretary's cut of a million a million or two better. But the ob- ligation of Congress as the District's legislature 4s to spend the local revenues intelligently and economtically, not to refuse to spend them at all. The House has sometimes in order to earn cheaply a reputation for economy madea some- what similar hap-hazard, slap-dash disposition of the District bill, cutting items recklessly and promiscuously in order to boast of a reduction of the estimates by so much, leaving the meas- ure to be considered, corrected and perfected in the Senate. But this procedure imposes a disproportionate share of the thought and bur- den of District legislation upon the Senate, is clearly unfair and injurious to the District, and ought to be stopped. —$—__s-e—___ ‘The award of the appraisement commission fm the Rock Creek park condemnation pro- ceedings is in the nature of a compromise Detween the offers of the park commission and the claims of property owners, and ia probably considered as somewhat too high dy the former, while it is pronounced much too low by a part of the latter. According to the preponderance of disinterested public opinion ‘the appraiseiment 1s liberal, but not unreason- able or extravagant, probably as nearly satis- factory as such awards can be expected to be. ‘The community generally will second the re- marks made by Chief Justice Bingham thank- ing the appraisers, who have, at great personal sacrifice, given most of their time since last July to the difficult and delicate task set for them, for the fidelity with which they have discharged their duties. The amourt of the award, added to what kas een expended from the appropriation for land acquired without condemnation, and for condemnation and other expenses, exceeds the congressional appropriation by some #200,- @0. If the President approves the re portasawhole the government acquires the entire proposed area, the appropriation would probably be expended as far as it will go in satisfaction of the award, and the few unpaid Property owners would collect from the Co of Claims. But it is believed that the Pr dent may approve in part and disap- prove in part, and that by the exer- cise of the latter power, the park actually condemaed and purchased may be so reduced in size as to be secured within the limits of the appropriation without any serious injury to the great public purposes for which the park was estiblished. For the protection of Kock creek and to prevents it conversion atany point into an uncovered sewer it will doubtless be considered emential to secure control of both its banks for its entire course through the District, and the property ad- jacent to the creek is, speaking gen- erally, the most valuable for park Purposes and the least valuable for any other Purpose. But the strips on the two sides of the creek or at the north end of the park may very probably be judiciously contracted at cer- J tain points so as to make the necessary redar_ tion in size with no material injury to the ject. oo With an enterprise that is charsetrristic the New York Met! and Express is promulgating the statement that it was the firat paper in the country to announce the seleetion of Charles Frederick Crisp as Speaker.
