CITY AND DISTRICT. FIRED TWO SHOTS, Bad Marksmanship Saved John Hawkins’ Life—Other Grand Jury Cases. During the past few days the grand jury cases in the Police Court have been more nu- merous than for several years. They include cases which, upon a showing of probable cause, the prisoners are bound over to the grand jury and the punishment upon conviction in the upper court is imprisonment in the peni- tentiary. Today there were five grand jury cases be- fore Judge Miller and in thom were six defend- ants, all of them being colored. In one case Charles Lane and Charles Newton were de- fendants. Tho charge against them was at- tempting to take the life of another negro | named John Hawkins. They plead guilty to the charge. The affair happened about 5 o'clock ye: day afternoon near Sth street and Pennsylvania avenue, and the bed marksmanship of Newton was the only thing that saved Hawkins’ life. Hawkins was selling flower Newton and John Bratm had rable abi a pair of shoes. Another grand jury case was that of Fred" Sims, a young colored man, who was charged ith grand larceny. Fred was employed in Heygster’s saloon on Pennsylvania avenue, and after $169 bad been stolen from the pla Detective Carter arrested bim was kept in atin box and the of that Fred had given the box to another man to throw away and there was no money in it. When arrested Fred denied the charge and was iddignant about the officer having arrested him. He bad not been locked up very long, however, before he confessed that he got the money, although he claimed that there was oaly $35 in the box. Simms plead guilty when arraigned and bail was fixed at 2500 in his case. He was unable to give the required bond. A Bor BURGLAR. Acolored boy named William Simpson was charged with being a burglar and he pleaded guilty. Judge Miller held bim in $1,000 bail for the grand jury. Counsel for the prisoner subsequently appeared and Judge Milier granted bim a bearing. Policomer. Evans and Garraway, who made tho case, sppeared and charged that the negro entered the store ot Joseph Williams in South Washing’ out 2 clock Sunday morning and stole rome cigars and tobacco and a small amount of money. ‘Three negroes entered the store and were dis covered by the officers, who recognized Simp- son as one of them. Woods plead guilty to the charge and was held for ‘trial. ‘Turner Whitney was charged by Detective Hatekinson of the Baltimore and Ohio rail- road with robbing a freight car of €160 worth ef cloth. THE CITIZENS’ ASSOCIATION. ‘The Anacostia Citizens’ Association met last night, being called to order by President Charles Barker. In the absence of Secretar Ben. Mundell, Vice President W. Marden King acted. No reports were received from the eommittecson streets, bridges and roads, rail- roade, schvols, policeand charities. ‘The secre- tary read a letter from G. L. Plympton, super- intendext of lights, stating that if the associa- tion would send in’a petition signifying where public lamps were needed the matter would Feceive prompt attention. The announcement that the expenditure of $16,090 was recom- mended for Anacostia sewers wes received with applause. There was a good deal of talk about e laving of water mains throughout the vil- lage, and on Fridey night a public mass mee! ing will be held at Masonic Hall in reference to this improvement. A letter from Capt. Lusk stating that Minnesota avenue and Harrison street would be the distributing point for Ana- costia’s water supply was quoted. Yester- day afternoon three young men strolled through the old Presbyterian eemctery and watched the disinterments that were taking place. They naturally began to talk of the loneliness of graveyards ai nightand one of them stated that he was not afraid to enter one at any.hour, as only the li were to be feared. His companions doubted his bravery, whereupon = small piece of decayed coffin that was lying near was picked up and placed on a neighboring tomb. fe then said if they would accompany him to the gate of the cemetery that night at 12 he wonld alone enter the silent place with a cigar in his mouth and return with the fragment. ‘Te ghostly plan was agreed to and at last mid- night the three met near the 34th street en- trance. Lighting his cigar this gentleman, without a tremor, mounted the gateand wassoon following the overgrown path, bordered with both open and closed graves, and within twelve minutes from the time he entered he climbed the gate on his return trip, with the piece of coffin in his mouth instead of bis cigar, he bav- ing thrown that through a vault opening. He appeared anything but nervous and was heartily congratulated on his pluck. THE POTOMACS’ RACES. The Potomacs wound up their season last night by engaging in two closely contested races, a fonr-oared and an eight-oared one. ‘The crews Were composed as follows: Boat No. 1, Doyle, bow; Roulette, 2; MeCoy, 3, and Oliver. stroke. Boat No. 2, Van Dachenhausen, bow; Brown, 2; Nolan, 8, and Blair, stroke. Crew No. 1 camein ahead by half a length. In the cight-cared race between the crews of Capt. Zapponie and Mr. George Johnson, Zapponio came in three-quarters of a length shead. There was much interest taken in the affair and a large crowd stood on the wharf and watched the rapidly moving boats. DASE BALL. The Georgetown College team received its second defeat from the Prospects on Tuesday. The college boys could not make « run up to the fifth inning, so closely did the boys play. ne ieature of the game was the fielding of Cropley of the Prospects, who batted v heavily. It was the college boys off day and so poorly did they play at times that the taters becume disgusted. ‘This is the thir- teenth successive victory of the Prospects. Mr. Blount, the wealthy westerner, who purchased the piace from the assignees of Mr. Dent, is today taking possession of it. Mr. Gustave Fricbus has returned from a business trip te West Virginia. ‘The Lit-Mus Circle held its opening meeting for the season at the Congress Street M. P. Church on Monday evening and immediately red on rehearsal for the winter’s enter- ments of recitation and music. At the count of the ballots in the democratic primaries for candidates for the house of dele- gates last night the vote stood: Chas. Bend- heim. 472; Wm. H. May, 461; W. W. Douglass, 176, the total vote being 1,109. It had been agreed in the primary that Douglass,asa county man, should be given the three county delo- gates in a convention of twenty delegates that will mect here on the Sth ingtant, and the burn- ing question with the democratic politicians is now to apportion the other seventeen dele- gutes in the proportion of the votes received by cach candidate, for under the rule Mr. Bendheim is entitled to send seven men and a steall fraction of a man tos the conven- tion. Mr. May is entitled to eeven men and a smaller fraction of a man and Mr. Douglass to send over two men and a half. Alexandria jemoerats are often divided, but not in this ;so Mr. Bendheim will have seven dele- gaies, Mr. May seven delegates and Mr. Doug- Ia es from the city, and Mr. have three delegates from | the county, making the convention stand at ite opening on next Thursday: Bendheim, 7; May, 7. aud Douglass, 6. What will be the result of the combinations or disintegrations of the con- vention is, of course, all guesswork. FIRE IN SUBURES. An alarm was struck by the fire bells about 11:50 last night for a fire at the grocery of Wm. Woolls, on the north side of the old canal basin near the intersection of Curtis and St. Asaph sireets extended. ‘The fire was too far from any water source for the steam ‘engines to go into service, but the hook and ladder company tore down some sheds near by and prevented an extension of fire to the other frame build- ings in the neighborhood. ‘The loss is esti- mated at 7500, cecurr court. ‘The circuit court, Judge Keith, continues its sessions. The report of Francis Miller of Washington in the suit of Summers agt. Miller, where all the parties live in Washington, has been confirmed by the court. In the railroad case of Williams agt. the Richmond and Dun- ville Railroad Company. the jury failed to agree. John C. N.chingill has obtained judg- ment against the Metropolitan Insurance Com- pany for the amount claimed by him. THE THE TROUBLE AT SANTIAGO. Particulars of the Recent Affront te the Amer- tean Legation in Chili. Special Cable Dispatch to the New York Herald. ‘Vasranatso, Cit, via Galveston, Texas, Sept. 30, 1891.—I am enabled to send you fur- ther particulars of the trouble between the authorities at Satiago and Minister Egan. It appears that the American legation and its vi- cinity were watched by the police during all of last week. On last Friday three Americans, as Tjcabled you, were placed under arrest. Their names are Hillmann, Madden and Rayprast. ‘They had visited Mr. Egan at the legation and were on their way back when taken into cus- tody. Messrs. Hillmann and Madden made business call. Mr. Rayprast had gone to the legation to obtain letters. All threo were Joel kept in forsomebours, Madre Hiliment and Maiden were taken to the intendencia and detained for “short time, when they were released. ARREST OF MRE. EAGAN'’S SERVANTS. In addition to this two of Minister Eagan’ servants were thrown into prison and kept there for two days, being released on Saturday. I understand that there has been an active ex- change of cables between Minister Eagan and the United States State ment since the commission of these unfriendly acts. The vigorous protest of the Am minister caused the junta to withdraw its as I eabled you. Commodore Sebley of the Balti- more, which still lies in the harbor of Val raiso, is now at Santiago in conference with Minister Eagan. Ihave no means at present of finding out the result of their meeting. NOT SANCTIONED BY THE CABINET. Now that the trouble between the junta and the United States minister has quieted down and a chance is afforded of reviewing the events of the past few days, it is my impartial convic- tion that the actions of which Minister Egan has had reason to complain were taken by ir- responsible officials. here does not uppoar to have been any sanction by the junta's cabinet of the police ospionage and arrests. In fact I am informed on what I deem the best of au- thority that a majority of the cabinet dis- countenanced the proceedings and are desirous that the utmost peace should prevail through- out the country, so as to regain all of Chili's former prestige. For this reason they aro avoiding. so far as in their power, all troubles with outside nations. BRITISH INTERESTS SAFE. In interviews with a number of prominent merchants here, native and foreign, I learn that the bulk of English money invested in Chili is in Tarapaca nitrate beds. If the slight- est gratitude exists in the Chilian congression- alista for the marked sympathy and support of the Engtish people in this country during the war British investors may consider themselves as perfectly safe. It is notlikely that any more money will be invested here until tho course shaped out by the new goverament, to be taken after the elections are over, lias become mani- fost. ‘The coal lands in the south of Chili are only apparent ficlds that will repay futare i vestments. Nothing more is now wanted in the nitrate tields. CLAIMS BY FOREIGN GOVERNMENTS. In the near future aggregate claims of from $1,500,000 to $2,000,000 will be presented by the English, German, Spanish and Italian gov- ernments for the houses and property destroyed at Iquique when that town was bombarded and st Valparaiso when this city was sacked after the overthrow of Balmaceda; alio for losses cansed by detentions of shipping and for the use of private railroads during the past eight montha.
