As a local NEWS paper and Advertising Medium It has no competitor. —— Of course the committee which represents ‘the city of Wasbington in receiving and enter- taining the Grand Army must be larger and more generally representative in character than either the committee to recure a guarantee fund or the committee to invite the encamp- ment to meet here. A more exacting, retpon- sible and important work falls upon these rep- resentatives of the city than upon either of the committees appointed by Commissioner Doug- lass, which performed so efficiently the specific duties referred to. The present executive com- ‘mittee serves asan admirable nuclens of the general encampment committee, but a con- siderable enlargement is clearly necessary. The magnitude of the task before the body which will have executive charge of the pre tions for this event can hardly be appreciated by those who are not familiar with the annual Grand Army encampments, and the attendance in this city will from prosent indications far ‘exceed that on any similar occasion. The Grand Army men should work in perfect harmony with the citizens upon cvery important com- wittee and the experience of many of the members of the order will be of vulunble assistance «= to ~—their civilian associates. There should be but one thought on the part of both citizensand Grand Army men, viz: To make the encampment a perfect success in every respect and, throwing aside all personal feeling, if that in any case be necessary, to co-operate heartily in that line of procedure which will cause the greatest har- waony and entiusiasin and produce the best re~ sults for Washington. ‘The citizens of Wash- ington and ‘Ime Srax as their representative worked hard to svcure the holding of the en- campment here, they secured it against great opposition and row they desire that the old soldiers who come here may go awny feeling that the national capital is the Mecca to which all true Americans should ciadly tend their steps as often as circumstances muy afford op- ————— In the selection of Mr. John Joy Edson the chain.’ of the execu: committee to of matters relating to the coming encampment of the Grand Army of the | Kepublic au otticer is secured of whose busi- hess capacity, executive md great in- dustry there can be no auestion. Mr. Harrison Dingman, the secretary of the executive committee, has had experience in a similar capacity, is known to possess energy and ability and will prove of great assistance to the chairman. — The conference of the liberal party of England at Newcastle today is oue of the most important ever held. On it depends in large measure the whole future of tliat great organization, the hope of advanced politics ia Great Britain and Ireland. It seoms probable that this party, under its nobie-minded and venerable leader— ever young in spirit—will get control of parlia- ment af the next elections. The moderation of the party in such matters as an hereditary up- per houce, class privilege,an established church and the like is chietly due to him, for its bear- ing for several years has been mora and more to radicalism. Home rule for Ireland will con- tinue the leacing principle advocated by the Iiberals—a principle waich Mr. Gladstone forced on his party at the cost of a division in ats ranks. Events are now proving the wisdom ©f his policy. os If the facts are not considered it seems a Great joke that Russia should be afraid of China. The facts are that Russia wants to con- tinue doing something in Central Asia while she is geting ready to tight the triple alliance an the west, and the Chinese soldiers are thick as hops on the Tartar frontier.
