Sir Julian Pauncofote, the British minister, bas officially called tho attention of the United States to a violation of the terms of modus vivendi in effect between the two countries as to the catch of scal in Bering sea. By the agreement betweon the two countries the North American Commercial Compa: which leases the seal islands from the United States, was restricted in the catch of seal this oar to 7,500 skins. The unusual amount of patronage that has uncovered itself formed an interesting theme for debate and the President indicated his anxiety that good men might be found to fill the judicial circuits, the California judgeship, the vacant seat in the Court of Claims and the two places on the in- terstate commerce commission.
