‘THE EVENING STAR: WASHINGTON. D.C. SATURDAY. AUGUST 29, 1891—SIXTEEN PAGES. THE MARKET COMPANY'S REPLY. ‘What Clerk Smith Has to Say About Farmers and Hucksters’ Stands, Several days ago Mr. W. J. Morris of No. 1214 Latreet northwest wrote a letter to the Com- missioners relative to certain alleged irregu- larities in the matter of places along B street for farmers and hncksters attending market. ‘He says that under the existing order of things = farmer, to obtain ® place to stand, must arrive at least twelve hours before the regular market dav, so that when his goods are offered for sale they are necessarily stale. He sug- ested in his letter that the spaces be marked end numbered, and that regular farmers and hacksters be allowed to hold these spaces for their exclusive oceupancy until 5 o'clock a. m. fn summer, after that to allow irregulars to ome in. He sid that popbly this system ‘would not meet the accord of the market com- , but they would still have the right of taking the farmers pay for the privilege of Standing anywhere within baif mile of the tuarket house. The Commissioners referred the letter to the chief elerk of the market com- pany for suggestions as to the best course to be purmed in this matter. Today the Commis- Bioners received the following letter in answer thereto. Ortice oF Tux Wasmrxotox Marker Co., Cester Manxker, Washington, D. C., August 27, 1391. To the Honorable Commissioners of the District | of Columbia: Grxtixwry: I have the honor to acknowledge the receipt of 9 communication addressed to you by WT. Morris and referred to ms aa as- ISeank clerk. by pour direction. for suggestions 8s to the best course to be pursued in the mat- ter referred to. a In the absence of the executive committee of | the Washington Market Compan: re ont of the city on their vacation, I will state the action heretofore taken by the officers of the | company to accommodate ail actual producers | and farmnere who come to the Center Markt to dispose of their pr some cot:lition to all classes of peopl I presume it is unhecesmary to answer the very unjust statement that the market com- yy has exercised or attempted to exercise Tre Uright” to make farmers pay the company | for privileges of “standing within half 2 mile of Re Cenk? Magket, as it is well known to You that no such claim has ever been exercised ‘or ever set up. The maret company under its charter from Congrosa and subsequent legislation has erected and built upon the grounds lensed under its charter for market purposes buildings and facilities costing nearly double the amount the svectiication for market parpeses called for, and is paying directly and indirectly through its tenants Into the District treasury about $13,000 a year, besides surrendering the most valuabie 5~ mt land to the District for a Dis- trict building. which the officers of the market company hope soon to see erected, and which front land under the original charter was to be used for ordinary business purposes and not fora market. For this concession of the front land and the large revenucs which inures to the District the market company simply claims the right given to all stores and business places to use four or five feet on the sidewalk next to their building, Which they have allotted as far us possible to farmers and actual producers at the very low Fates of from 5to 25 cents per market day, thus proving that farmers and producers can secure space and tables to sell their products Upon without coming the night previous, as set forth in this complaint. This very small charge has never much more than eoveted the extra cost of watehmen. polic- ing, cleaning, the necessary constant repairs anid a fuir interest mpon the cost of these high nd expensive awnings. ‘The practice has been, order to necummodate some of the best*farm= ere who have to travel long distances and need rest before commencing to dispose of their products, to allow them to come inand back up to the eurb the night before, but ail who wanted to secure spaces on 9th street or on the inside walls on the market grounds, have had an op- portunity to do se by the week or by the mon! and the are held for them. If it t desi id the Commissioners Sank it procticable, the market company, will dixce tables on E-street next to the wall a rent and hold them for producers of fre rp plies up to any hour in the morning that it is Feasonable that they should be occupied. The designating for a particular person of « space on the eurb, whether such person ocea- Pies it or not, is not practicable, as it would robably take a squad of policemen to keep ‘cut farmers who had come in good faith to sell their own products from any empty space they could find. ihe market company, however, will guaran- tee to furnish space ‘inside of the market grounds an: allot and hold such space for every Sctual producer or farmer marketing bis own Products wito fails to secure space on B street ‘and wili apply to the market office for such space. The complaints generally in regard to lack of space comes from city hucksters and jay- kere, Who, after hawking about the streets stale produets, back up to tue south curb on B wireet te the market, thus using space Which should be assigned to deaiers in the 7th %th street wings of the market for parking their empty wagons and horses, instead of bav- fug the east und west sides of 9th and 7 streets rendered almost impassable for carri- ees on account of the dealers’ wagons, because they have no other plaice to perk them in dur- ing the busiest market hours before beginning to deliver to their customers. The executive committee, recognizing the relutions whieh they build to the District oili- crs, will be very glad to co-operate with t Commisioners in’ any practicable changes which will better accommodate the public. but Mast respectfully ask the Commissioners to in- Yestigate wild and extravagant statements, each as has been pointed out, before giving Gredenes to them.
