NOYES: THE EVENING STAR has a regular and permanent circulation in Washington three times han that of any other paper @ local NEWS paper and Advertising Medium it has ne competitor. = ‘The sequence of facts forms one of the most interesting features of history and current pol- ities. The French emperor provoked the Prus- sians to war in 1870, and the Prussians were willing to be provoked. Then the new Ger- man emperor took asa part of the indemnity for the war the provinces of Alsace and Lor- raine. Ever since the French political and commercial policy has been one looking to re- venge. The French tariff bears hard on Ger- many. The tariff of the United States does the same. The tariff acts of the two republics were not formed for the benefit of other countries, but for that of the two republics, each for it- self. Germany, Austria-Hungary and Italy have heretofore co-operated in what is called the dreibund or leagueof three great powers to overcome France and Russia. This league is now to be or has been ex- tended to include Switzerland m a great zoliverein, or trade combination, for all the na- tions comprised in it against all others. The powers in the zollverein bind themselves to abandon any treaties that militate against the agreement and the interests of the powers eon- cerned, and hence it is expected that all com- mercial treaties between France and the small German states will be canceled. Of course this will excite France. The zollverein may seriously affect trade relations with Russia and the United States. As its provisions are still secret or may not be fully determined in ad- vance of the conference between the zollverein powers to beheld at Berne, Switzerland, on July 20, it cannot be seen just what effect on this country’s trade it wil! have. Of one thing the public here may be assnred—our grain, cattle and other necessary nataral products cannot be excMded long by any zollverein, however powerful. oo The proposition to have the Grand Army encampmeat in Washington next year is likely to be forcibly urged on behalf of thiscity. The committee appointed for the purpose are taking active measures to raise the necessary guar- antee fund of £50,000 for the entertainment of the veterans. The plan is one that recommends itself to the ex-soldiers and the public on several strong grounds. The national capital, in easy distance of all the great battle fields of the east, having full communication with all parts of the country, the ability to entertain = vast number of guests, and more to show them than any other city on the continent, is manifestly the place for holding the "92 campment. It is unnecessary to restate ail the points of advantage enjoyed by Washington and which were recently set forth by Tux Stan. ‘The subscription in fall of the proposed sum, @ part of which is already secured, cannot be a matter of doubt. The movement is so evi- dently promotive of veterans’ interests as well as those of our own citizens who are not vete- rans that aid may be expected speedily and from all quarters. It is hardly necessary to add that in a business point of view should Washington secure the visit here of the vast number of people that attend the grand army mectings the amount of money contributed for this fund will be many times returned to the city. ste Pennsylvania joins the bellot reform states, the governor having just signed the bill to pro- vide a secret and honest ballot in that common- wealth. The bill may not be ail that the fore- most advocates of ballot reform asked for, but all real reforms are gradual. The new act will not take — until March, 1892. — Just as America threatens to take Earope’s trade in South America and South Africa, Europe makes awry face at our pork and cereals.
