The salaries of the postmasters THE HAYTIAN SITUATION. The State of Affairs Being Watched With Apprehension. No official information has been received here of the mooted intervention of European powers in Haytian affairs. The fact cannot be disguised that the state of affairs in that dis- terbed republic is being watched with appre- hension by our own government, but there is still a strong belief that the Haytians will be able to restore order without outside interfer- ence. As to the attitude of the United States government toward the reported con- templated concerted action of European nations nothing can be predicted until it ix definitely known what this action will assume. It is recognized as a fact here that “strong” government is about the only govern- ment that can maintain order in the ‘semi- tropical republics, and that unless the ruler adopts the most vigorous ve measures his tenure of office and the reign of internal peace are apt to be of short duration. Conse- quently the government of the United States is notlikely to view, with unmixed satisfaction, the interference of European powers in the domestic affairs of our small sister republics, even when the conduct of their rulers is nt to ite own ideas of fair dealing and comity. But if it — be true that the resent raler of is mentally irresponsible and has un- justly visited bis wrath upon foreign residents of the country it is unlikely that the Monroe doctrine will be invoked to protect him from the consequences of his acts. That doctrine was intended to prevent further E colonization of America and to estop the oppression of the people of the American re- publics by Euro) powers. It was never Maintained that it set aside the fundamental Tight of a nation to protect its subjects from maltreatment and the abuse of their property rights when residing in another country, and if the proposed European action is limited to the discharge of that ty itis improbable that any logical protest could or would be made by the government of the United States. GORMAN AND THE KEFORMERS, ‘Men Who Find the Maryland Senator Not Like What He Has Been Pictured. The Maryland reformers have been fighting Gorman for a long while without accomplishing much. It looks as if they might all be consid- erably older than they now are before success attends their efforts to get the better of him. His political methods, whether or not they are as bad as his enemies say they are, seem to be such as to hold the support of those who are the controlling force in Maryland politics. He possesses a powerful influence over the politi- cal workers of that state, and this is not sur- prising to those who know him well. The repu- tation he has in certain quarters of being more or less indifferent as to the character of tools he uses as long as they are fit for the accom- lishment of his purposes may prevent his ever ‘oming @ presidential candidate and might, if he should get a convention nomination, to him the full mugwump vote. If the party should choose him for their standard bearer it would be difficult for him to find any one to his campaign for him as well as he could do it for himself. A Sram reporter met @ prominent young Baltimorean the other day—a typical reformer, ‘one Who, in association with ali his relatives, has been actively in the field against Gorman every time there has beens primary or an election in the state since he reached the vot- ing age. He gave expression to the most sin- cere astonishment at the many disappoint- ments he and those of his way of thinking had met with in all their fights. One thing which he said he could not understand was how a man not possessing the ‘education could make such striking short speeches and always give evidence of ability, as Gorman does. in the manner of contidence the young reformer added that it was difticult to make the reputa- fit the man as strangers found him. , This young man’s uncle has been the in the most determined fights that have been made against Gorman. but this uncle—the re- form leader—had never met Gorman to speak to him until last winter, the social gulf between them being so great. Last winter a matter of business took him before Congress, and to his horror he discovered that the only mau who could be of any service to him was his political gre also given: Catonsville, Md., $1,000, and Berkeley, Va., $1,000. THE ALLIANCE PLAN. ‘The Farmers’ Alliance will present to each candidate the separate clauses of their state platform, adopted here in the spring, and ask him to indorse them by his own signature, Which will also be witnessed. These indorse- mente will then be discussed in the alliance meetings. Then they will appear in the gen- eral assembly next winter with these indorse- ments as clubs to hold over the heads of the members when they ask for legislation. TRYING To MAKE UP TIME. ‘The express train was behind time and was running very fast when the accident occurred. The passengers were severely shaken up, but none of them were seriously injured. When the passenger train dashed into the open switch there was « mighty crash of two great bodies, together with the grinding of metal, hissing of escaping steam and pitiful shricks of wounded meu. ‘The express train consisted of mail car, bag- gage, smoker, ladies’ coach and two vestibuled sleepers. The mail car ran ou top of the two engines, tearing out the flooring and smashing ‘im the sides. ‘The smoker was thrown off the track and the ladies’ coach partially derailed. ‘The two sleepers remained on the track and escaped serious injury. When the engines met the shock caused the freight train to break in two and the rear end was shoved back several hundred yards. Six cars remained attached to the freight engine and were smashed to pieces. Three of them telescoped one ancther, the nearest car to the engine being driven clear through the nexttwo.
