As a local NEWS paper and Advertising Mediam it has ne iter. ————————— While it is always well to be under the rules of common sense, it is vitally important to practice self-restraint in very warm weather following a cool season. The system is not then prepared to bear the strain which it bore easily in milder weather. There is a difference between the change from a warm to a cool season and the reverse. In the fall the long- relaxed system demands a bracing up, and if proper exercise be taken the lack of other pre- cautions are not so much felt, although every season has its own regimen. Suitable diet, clothing, the avoidance of mental worry, the busbanding of strength so far as it may be pos- sible under the conditions of life, are among the summer necessities. —— ‘That is a singular, and Americans would naturally suppose an inconceivably inconven- ient, practice at the English bar by which a member of the government is retained inn suit that presently falls under government cognizanceand which may come within the particular purview of the ofticer-barrister thus concerned. Hence arises the clamor over Sir Edward Clarke's recent speech. Sir Ed- ward as Cumming’s lawyer said some things of the Prince of Wales which the latter's admirers construe into disloyalty and they propose to have him not only socially ostracised but ex- pelled from the ministry. The practice of the bar, however, and the facts in this very case will, or at least ought to, prevent the enforee- ment of the last mentioned means of revenge. What Sir Edward said was more or less hypo- thetical—if Cumming were guilty then the prince and the other army officers present and participating in the violation of army rule were also guilty. The republicans of North Carolina will form 8 protective tariff league at Asheville on July 22. Itis their purpose to organize branches in every county. If there were nota division among the leaders on the policy of county gov- ernment this wowld be a formi:lable move, be- cause there is latent in many counties of that state a strong protection feeling, due only in part to the manufacturing that is done there. Before the late war the whig party and the principles of Henry Clay were vastly popular in western and central North Carolina. Through- out the Piedmont region of the south the same feeling exists to a greater or less degree. Re- strained by «fear of negro rule in the black belt if their votes are not cast solidly against the republicans, the abandonment of old issues by the latter and the revival of protec- tion with a reciprocity annex would probably capture a good numberof votes. The Farmers’ Alliance at present is a check on this move- ment. ——e ‘The President will take a short vacation from time to time this summer as public business permits. This sensible course has usually been adopted by our chief magistrates; those old Virginians, Washington, Jefferson, Madison and Monroe, going to their plantations for needed rest and recreation. > —_—— The school and college commencement is here in full force and effect. It is a great time for the pupil and collegian and their families and nearest friends. To the young such a time can never come again in all its tide of hope and interest. The student who passes suecessfully may have something like a revival of the feeling when the time comes by and by for bim or her to play foud parent at com- Mencement. ee After the 23rd instant it will require a two- hundred dollar license to sell pistols and pistol cartridges in South Carolina, or the payment of s fine of $500 for offering these articles for sale. The legislature found it to be necessary to reinforce the concealed weapon law by this new measure. It is none too stringent. The free sele and free use of deadly weapons con- eealed and unconceale:d have too often stained the dockets of this country and blurred its fair name in the eyes of all well regulated peoples. Law alone cannot avail to check the disgrace, but public opinion, if it could be so exalted as to be brought powerfully to bear on the per- sons who habitually carry arms, would soon Tid the land of most of the bomicides that can be traced to this pernicious habit. —_+=- The Universal Postal Congress—a big name for a big thing—will hold its next session in Washington in 18°7. This city is the place over all others for the meeting of international bodies. Paris, Berlin, Vienna, even mighty and free London, have their limitations for men wearied. with the routine of the older countries. Here they see something different in kind and degree.
