The Department of State has prepared a cir cular letter which is to be presented by our ministers abroad to the foreign governments relative to the international copyright act passed by the last Congress. A sensation developed itself at the District building today involving the official conduct of Professor James F. Gregory, a trustee of the colored public schools of the District. An effort has been made to keep the matter secret until the charges wee fully investi- gated, but it leaked out today. Prof. Gregory is charged with borrowing money from teach- ers he had appointed. Commissioner Ross has been conducting the investigation in the board room bebind closed doors, and, although a great many witnesses have been heard, each one ab- solutely refused to talk about the matter when questioned by a Srax reporter.
