Under an order of Secretary Tracy, issued last June, all newly commissioned officers of the navy must first make a three years’ cruise aboard a regular man-of-war before having any other duty. Prior to ths order it was the custom of the de- partment to assign these young men to coast survey vessels for a time, in order that they might first become familiar with the coast and charts of the American coasts before sending them &broed. Under the Secretary's order this policy has been abandoned, for the reason that it was thought best to order officers of more experience to the coast survey than to have new ensigns perform this duty. Reports from Annapolis show that all of the clase of thirty-one members passed successfully the mental examination and one failed on the physical, but as the one case is slight, it probable that the whole class will be finally gradu- ated. There are now thirty-one vacancies in the navy and marine corps to be filled by the final graduation class, so every man in the class will be retained in the service—the second time that such has been the case since 1882, when the law was passed providing for the ap- pointment of graduates to fill existing va- cancies, the remainder of the class to be discharged with a year's sea pay.
