THE EVENING STAI has the fullest Local Circulation of any Newspaper in the World, And as an Advertising Medium is worth more than all the other papers published in Washington. tet The most interesting experiment in govern- ment since the goverument of the United States * passed beyond the experimental stage is the new Commonwealth of Australia. The federa- tion bearing that name is yet to be accepted by the Australian colonies, or three out of five of these communities, and then by the parliament of Great Britain. Unless objection is made to those features which so nearly give complete autonomy to Australia, and it would not be wise to object to the inevitable, indeed to ex- {sting political fact, the almost certain ratifica- tion of the constitution by three colonies will be speedily followed by the assent of the mother country. The course of events from 1776 to the present moment bas been «steady and increasing recognition of the rights of Englishmen as self-governing people in all the dependencies of Great Britain. The lesson of George III and Lord North sufficed forever. As fastas the colony acquires the strength it wishes to play the national role, Even in the case of Ireland English statesmanship is awak- ening to the ‘hecessity for home rule in some form. It is not Ireland will ever be power, but it is moi certain that abe will bave practical self-government within & very few years. Of course in the im- probable event that the prestige of Great Britain is ever destroyed and it loses its place among the greater nations of the earth, as Hol- land has lost hers, an Irish republic may arise. The project of a British imperial confederation embracing such widely separated states as Eng- lend, Australia, Canada, Guiana, India and Cape Colony or South Africa ix a glittering speculation not balf as substantial as the simi lar suggestion in Franklin's day, notwithstun ing telegraph cables and fast steamships have measurably obliterated space. Colonial repr sentation is not working well in the Spanish Cortes. The true federal principle is that which binds contiguous and homogeneous states. No other scheme of federation is prac- ticable. The Commonweaith of Australia may enable the great historian of federal govern ment, Dr. Freeman, to resume his labors which were interrupted in 1870, it is understood, by his desire to see the result of the workings of the new German empire and his apprehension that the federal principle would be impaired by the excess of influence in Prussia and the house of Hobenzollern. He and other friends of that principle may look to Brazil and Australia and even to Canada for its vindication, if the United States do not afford all the evidence a critical mind requires. — $$» W.
