This bank fund now amounts to €24,500,000, exclusive of money deposited to the credit of disbursing officers. Secretary Foster said further, in response to inquiries on the subject, that while it was not altogether settled it was more than likely that the department would give the holders the $50,000,000 434 per cent bonds outetand- ing an opportunity to renew those bonds after September 1 at a reduced rate of interest. The Secretary said a San Francisco banker had ven the opinion that these bonds could be loated at 135 per cent interest. He, however, did not think sucha thing feasible with an interest rate less then 2 per cent. It was his impression that the matter would be settled definitely in a short time. He said that the recent gold shipments had clearly established one thing, and that was that the credit of the United States was above that of any other nation, and could not be shaken by the severest drain. ‘The financial situation was considered at the meeting of the cabinet today, but without result, so far as known. COAL CONSUMPTION, An Order to Naval Officers Requiring Eco- momical Use of Coal. As the new navy increases and full-powered steam vessels take the place of the old modern ships which relied in part upon their sail powor for propulsion, the amount of coal consumed increases in rapid proportion. This fact has led to the issuing of the following order by the Secretary of the Navy today: General Order No. 390.—Officers in com- mand of naval forces, whether squadrons or single ships, are directed to practice the utmost economy in the use of coal. At the first favorable opportunity after the receipt of this order commanding officers of vessels will make experiments in order to ascer- tain the most economical rate of speed for their ships under conditions of ordinary service and fair weather. Horatio Gates Gibson, commanding the third artillery, with headquarters at Washing- ton barracks, was today placed on the retired list of the army on account of age. He was born in Maryland May 22, 1827, and entered the Military Academy July 1, 1843; graduated and was appointed brevet second lieutenant, second artillery, July 1, 1847; second lieutenant, third artillery, 8th September, 1817; first lieutenant, 26th May, 1851; captain, 14th May, 1961; major, 5th February, 1867; lieuten. ant colonel, second artillery, 19th April, 1852; colonel, third artillery, 1st December, 1888. He was brevetted major, to date Sth May, 1862, for gallant and meritorious services in the bat- tle of Williamsburg, Va.; lieutenant colot 1ith September, for Antictam, Md.; colonel, 18th March, 1865, for gallant services during e war. In the volunteer service he was made lieu- tenant colonel, second Ohio artillery, August 1, 1863, and colonel on the 15th of’ the same month; brevet brigadier general March 18, 1865; honorably mustered out August 23, 1865. Nearly every one in Washington is familiar with the t fpr of the general, as he has been stat ed at the “barracks” for several yearsand appeared in command of the troops ‘upon many occasions.
