THE ITATA SURRENDER, No Negotiations Have Taken Place, but She Will Probably Be Given Up. The Paris dispatch stating that the Itata is to be peaceably surrendered to the United States by the insurgents upon her arrival in Chili was shown to the officials of the Navy and State Departments today, but one and all they declined to discuss the matter publicly. Nevertheless it can be stated positively that there have been no negotiations as reported between the insurgent agents in France or else- Where and this government respecting the Ttata, SHE WILL BE SURRENDERED. There is reason to believe that this govern- ment expects that the Itata will be peaceably surrendered to the United States by the in- surgents when she reaches Chili, but that when she is so surrendered the vessel will be found to have discharged her arms and munitions of war. It in surmised that if the Itata did not place her arms aboard the Esmeralda the latter probably arranged a rendezvous for her and One of the insurgent ships now at Iquique, #0 as to admit of the transfer at some specified point at wea. Besides the arms he Itata had aboard « large quantity of flow which is very valuuble now in Chili, but ae thi isnot contraband of war there would probably be little difficulty in securing its delivery to the insurgents, 4 GOOD STROKE OF POLICY. The surrender of the Itata might prove to be ‘& stroke of good policy for the insurgents, par- ticularly after they have secured her stores. | The object of libeling the ship in California was to determine whether she had violated > the neutrality laws. If she stands | trial on that charge the status of | the insurgents must be judicially determined | Asa preliminary. Assistant Secretary Wharton, who has been absent from town fors few days, was at the | White House this morning and had a brief talk with the President. It is understood that no action will be taken this week in regard to the issue of the Spanish reciprocity proclamation, as the President does not care to act in the absence of Secretary Blaine. In case there is a prospect that he will be de- tained in New York after Monday or Tuesday Of next week, however, action may be taken. In this event, it is’ said, Mr. Foster, who hegotiated the arrangement with 8) pain, will go ew York and act as the medium of com- munication between the Secretary and the President. ee THE NEW PERUVIAN MINISTER. He is Presented to the President and Pleas- ent Kemarks Are Made. Senor del Solar, the new Peruvian minister, was presented to the President yesterday by Acting Secretary Adee of the Department of State. The new minister, in addition to the | forma! phrases usual on these occasions, said: “The Americar peoples being joined by the in- dissoluble ties which nature bestowed at their origin, it is the duty of their governments to seek their mutual advancement by means of beneficial and liberal institutions. Your gov- erument has realized this and therefore this nation is great and powerful. My government likewise understands it, and in order that Peru may also prosper its aim is to assure peace and diligently foster its political and commercial relations with friendly nations. My patriotic aspirations will be fulfilled if I shall succeed in meriting your esteem to the end of achieving the important ends whick have been intrus to me. ‘The President, in reply, said: “Your words of praise for our civil institu- tions and your expressions of the desire which Peru entertains to maintain and promote the friendly and commercial relations now happily subsisting between our two peoples are gratify- ing to me and will be to our people. The pro- motion of close and friendly relations between our governments and peoples will always be an object near my heart, and to promote it all means at my command will be diligently used.” + THE NEW CIRCUIT JUDGES, The Attorney General to Urge Upon the President Their Selection. It is understood that the Attorney General will make an effort tomorrow—which is his special audience day at the White House—to bring about the appointment of the circuit judges provided for at the last session of Con- gress. At least he will bring the names of the candi- dates to the attention of the President, and endeavor to make such progress in the selection of the fortunate ones that the announcement of all will not be delayed many more days, It may be inferred from this that the Attorney Gen- eral has no doubts as to the right of the Presi- dent to make these appointments out of ses- sion. ———————_—_—___ The President has appointed the following named postmasters: Jno.
