It is trac we have rented our house for a couple of years, but we expect to spend a good deal of time in this city every Winter. My law business will call me here. “What s difference there is between the Washington of today and the Washington I entered for the first time twenty-five years ago,” continued the Senator, becoming natu- rally reminiscent. “That was just after the war and the city was by no means desirable as part of F street, and the mud on the side streots was literally hub dee except in midsum: The place was se rbaric so far as architecture was concerned; pigs, cows and wandered unhindered through nearly all the thoro ; great unfiniched public bui stood alongside dilapidated hovels—all of them set in seas of mud or clouds of dust, as the season it dictate. It is somewhat difficult to realize that these conditions prevailed so lately as twenty- five years ago. WASHINGTON HAS GROWN WONDERFULLY. “Washington has grown wonderfully since then—grown in every way. Very many fine buildings, comfortable homes almost without number, the smoothest of streets and a gratify- ing condition of general public cleanliness have succeeded the olf order or disorder of things, and we bave a capital of which we can be and aro justly proud—a city that is more beautiful than any other city of the same size on the face of the earth. Educationally the city has advanced to the front rank; it is fast ming an art center, and it now is the of « _ brilliant array of literary genius. All this is not startling: every one who reads Tae Stan must be aware of it, and we are all proud of it. The reasons for the city's growth are not such as would apply toany other great city. Washington is not a railroad center; itis nota terminus of ocean steamship lines: no manufactures to strengthen and enrich it; is not e commercial city in the sense of be- ing the location of those gigantic business houses which are the power and motor force of many other centers of population. Wash- ington has grown because it ought to; because the capital of our nation must be correspond- ingly as great as the nation; must be repre- sentative.” ‘HIS NATIONAL UNIVERSITY PLANS. “Will your national university plans fall to the ground when you cease to become a Sen- ator?” asked the reporter. sincerely trust not,” replied the Vermont statesman. “We were so busy with tariffs and other such — = the last — that it wae utterly impossible for me to reach any results as to the university idea. Before resignation takes effect—which it will not unt November next—I shall make strenuous effort to call together the members of the select com- mnittee appointed to report on the measure and I shall endeavor to so arrange matters that the idea will not lack champions on the floor of the Senate. We need a great national university and we need it right here pipe in ok tal. Not acollege, but a great m university—an institution which should make = nag gen of eager rig as com- pa ith the narrowness of the papal power. 1 have no objection to any one being a papist if he or she desires to be, but I do obj to the efforts which are being made by the papacy to combine the church and the state. ne- cessity for taking a firm stand in this matter, and one of the results of their firmness will be ‘8 great national university.” SMOKE AND THE NEW POWER HOUSE. A Report on the Subject by the Engineer Department—It Will Not Be # Nuisance. Some days ago Tae Stan published a communication from a citizen relative to the nuisance which would probably result from the smoke from the new power house for the cable road, which is to be built on Pennsylvania avenue between 134 and 14th streets. President Hurt of the railroad company replied to this in a letter to the Com- missioners, and stated that the company did not apprehend any nuisance from the smoke from the new power plant and referred the Commissioners to the 7th strect plant. Upon the recommendation of Commissioner Doug- Jass in board session the matter was referred to the engineer department for report. Mr. H. F. Hayden, the superintendent of the water de- partment, was entrusted with the duty of in- vestigating and reporting upon this question. t.
