Sald to Be Kept Alive by an American Firm's Representatives. ‘TWO FIRMS, IN FACT, TRE REAL PARTIES TO THE CONTEST—HOW ARMS AND AMMUNITION HAVE BEEN FURNISHED THE INSURGENT#—A DEMAKD ‘TO BE MADE ON TRE SECRETARY OF STATE. ‘The Chilian revolution has been given an in- ternstionally mercantile tinge and at the same time has put upon the shoulders of Secretary Blaine another load in adddition to that which affair has been sifted down to its basis and it now appears to be the result of the strife between two commercial houses in New York that are rival candidates for governmental favors in the rich lands now ruled over by President Balmaceda. This fact has been brought to light by the discovery of the recent exportation from San Francisco of a 0 of rifles for the use of the insu: its in Chil, through the medium of one of the Hrme. Right on the heels of this comes the intelli- gence that the other house has been also ship- ping arms and ammunition to Balmaceda, and now all diplomatic Washington {s torn up with excitement over the complication, which for the time being throws the Italian muddle into the background. The Chilian legation is very muuch disturbed in an endeavor to bead off the friends of the rebels while not interfering with bs movements of the allies of the administra- ion. THE STORY OF THE HOUSE OF GRACE. The story of the relations of the New York houses with this South American insurrection isan interesting one. The firm of W. R. Grace & Co. of which the ex-mayar of New is the head, me branch the purchase and sale of yneral merchandise at Lima, Callao, Valparaiso, Guayaquil and San Francisco. It is the fiscal agent of the Peruvian government. During the war between Peru and Chili it took an active share on the side of the former, fur- nishing the government with arms and other means of warfare. When the Chilian army entered Lima the agents of the Tietorious gov- ernment, desiring to wreak special vengeance on the Graces, destroyed their property where- ever it could be found. The ‘Brea brought claims against Chili amounting to about $2,000,- 000, which were allowed by the international commission. Chili, however, refured to pay, on the ground that the Graces had given aid and comfort to the enemy. ‘This was the beginning of an enmity between this powerful house an: the party that was then in power and is now represented by President Balma- ceda. The claims of the house were in charge of John Grace, a member of the firm, who rep- resented its interests in Chili, and he bas wrought hard to obtain a recognition of his judgment from the present Chilian administra- tion, A RIVAL Fina. Now comes another turn to the tale. Mr. Chas. R. Flint,a member of the firm, hada quarrel with his partners soon after the termi- nation of the war between Chili and Peru, and, breaking away from them, he establi: abouse of his own in 1884. Between the two establishments the greatest rivalry exists, stimulated by a very bad feeling on the part of the members. The Flint firm rep- resents the Chilian government, and has always acted as its agent in the purchase of arms and ammunition, particularly in this lates: war. Thus the two houses have been striving, the one to disintegrate the aceda party, the other to uphold it. CONGRESSMAN TRUMRULL The Graces, however, have had a valuable ally in Chili in the person of one Richard Trumbuil, an American by descent, but a Chilian by birth, a member of the Chilian con- gressandasharp, shrewd, successful lawyer, whose influence and aid have been cast with the insurgents. He comes of good American stock. Ris ee grandfather was the famous revolu- tionist, Jona’ Trumbull of Connecticut, and his father was the first Protestant minister to settle in Chili. He went down there forty- five years ago and built a church in Valpa- raiso, and now there are eight or ten Protestant churches in Valj and ® number of institutions. Mra 8. D. La Fetra of this city was formerly princi- pal of the Protestant female seminary. Asa result of Dr. Trumbull’s efforts, Protest antism is as firmly fixed a fact as in Germany or France. THE BRAINS OF THE REVOLUTIONISTS. His son Richard is said to be the brains of the revolutionists. He has » large law busi- ness and generally looks after the legal inter- ests of the United States legation and of our naval force in those waters. ‘Last January he came north and spent some months in this country, acting openly as the agent of the insurgents. He made bis head uar- ters with the Graces, with whom, itis |, he had commercial relations in Val; When last heard from he was in Francisco, not over a week ago, and there is reason to sup- pose that he was not there for pleasure. He is supposed to have bought arms from or through the house of Grace, shipped them to San Francisco and here loaded them upon a vewsel which he ran down the coas: a short distance, where she is | was to be met bya man of war belonging to the insurgents, on which they were to be transferred. MR. FLINT ON THE WATCR. In the meantime Mr. Flint has not been in- active. He was here last Sunday and had an all-day conference with the Chilian minister, Senor Lazcano, at his home, on 16th street. The canvass for tho speakership of the next House, though the election is six months off, is be- ing conducted with extraordinary activity by several candidates, The respective candidates are writing to or visiting the various sections of the country where they look for a chance to make votes and the rivalry is sharp. Mr. Mills practically started his canvass before the eleo- tion, which resulted in giving the democrats control of the House. Being free to do 80, be went ont west, where the tariff reform ides is supposed to have suddenly taken root, and be- gan to develop rapidly and worked his best to secure the election of men who believed with him on the revenue question. A number of the men who, to their own surprise, were elected to the House are sai} to attribute their success largely to his efforts in their behalf,and his friends claim for him that be will have a large vote in the west when he enters the can- This 'e,contend for the speakership nomination. Of these there are said to be quite a number in the next House. SOME SENTIMENTAL SUPPORT. Itis claimed also that he will get the sup- Port of a number of members on sentimental grounds—men who believe that he sbould be rewarded for his tariff fight started in the earlier days, regardless of his adaptability to the duties of Speaker. Some of his frends have been trying to make an isnne upon the as- sumption that he is a little better tariff reformer than some of the other leading candidates, but there has been little progress made in that, as there is no disagreement among the candi- dates on the tariff question, every one of them standing where Mr. Carlile stood when elected over Mr. Randall at the opening of the Forty- eighth Congress. He will probably not have the Georgia delegation solidly for him, as there is some jealousy, and Mr. Blount announced his own candidacy, though be has been making no canvase for’ himself and bis announcement is regarded as no more than a hostile demonstration against his colleague. Crisp, however, was the leader of his party in the political fights during the last Congress, and gave evidence of abilities which have se- cured him strong supporters and many of them. His friends contend that the chief ques- tion to be considered in the choice of a Speuker of the next House is his fitness for the position, there being no political isues between the can didates, they agrocing on the great party questions, and for him they claim the qualities, which he has shown during his earcer, which pre-eminently fit him for the ip. ‘WITH CARLISLE ON THE TARIFF. An effort has been made to have it appear that he was not sound on the tariff, but it was very easy to answer this from the record, show- ing that he stood exactly with Carlisle. It is expected tha: he will have considerable strength in the south and southwest, and that his cool- ness and conservatism will’ make him popular among the members who have been elected from north of Mason and Dixon's line. He will probably get a good share of the New Eng- land votes, and it is said ‘that the New’ York delegation will be for him, with MeMillin for second choice. The popular notion seems to be that he stands about the best chance of elec- tion, and in betting he would at this time prob- ably be the favorite. He has Vantage he will have is that most ofthe old members are for him, and yet he would not be embarrassed by old traditions and by pledges. MO MILLIN’S CHANCES. McMillin, who is now here and has been con- ferring with friends in the east, is a good worker and stands well in the fight. He is popular. Though not always as self-contained as Crisp, he is not as excitable as Mills, and he Las always been ready and active on the floor. He does not expect to get a large vote on the start, but he occupies what may usually be re- garded as@ good position in a contest where there are a number of candidates in the field. The Immoral Member of Parliament Sent te Prison for One Year. Loxpox, May 6.—The trial of Capt. Verney, member of parliament for North Buckingham- shire, charged with procuring s governess, Mise Nellie Beckett, for immoral purposes, took place here today. Capt. Verney was on ‘Thursday last, at the termination of his ex- amination at the Bow street police court, beld for trial in $75,000 bail. When arraigned this morning Verney pleaded not guilty of procuring young Birl, but he pleaded guilty of conspiracy in conjunction with Mme. lier of Paris to ure her. ‘The recorder, Sir Thomas Cham- before whom the trial took place, accepted this plea and sentenced Capt. Verney to one year's imprisonment without bard iabor. During the trial the court was packed with people eager to witness the Inst scenes in this sensational case. Capt. Prrrancno, Pa., May 6.—A fire of terrible fiercenens, and in point of damage the most disastrous of recent conflagratons in this city, swept almost the entire square bounded by 7tm street, Penn avenue, Sth street and Duquesne way from 10:40 o'clock last night until after 2 o'clock this morning. All of the finer struct- ures and many of the less costly in the block are in ruins. The fire originated im the Gro- cere’ Supply and Cold end General Company + building on 7th street. The origin of the fire will probably never be ascertained, as the flames were burning furiously when discovered. The entire tire de- riment of the city was called into service, ut through some cause or other was unable to get effective streams of water directed on the flames for pearly half an hour after the first alarm was turned in, So far as is known there was no low of life, butmany narrow escaper are recorded.
