Miss Hayes stated that a fund of $1,800 would endow a scholarship in the Columbian College. “E.M.S.” states that this sum would be expended in three years—alluwing $600 a year to the beneficiary ~-which is a better paying scholarship than any of which Ihave ever heurd. “E.aL.8.” assigns $300 a year as the cost of tuition. I know of but one institution in this country where the annual charge for tuition is greater than $150, the range is from #80 to £130. The figures given by Miss Hayes were intended to cover only the-tuition tees, not the board and lodging of ihe student. Assuming the average rate of interest to be 5 per cent, a fund of $1,800 will produce an an- nual income of 890, which is the charge for tuition at the Coinmbian College. ‘This fund of 51,409, theretore, would give free tuition for all time to one beneficiary. Of course a larger fund would give free tuition to move than person ata time, or it would permit the single hotder of the scholarship to receive in cash the income in excess of the tixed charge for tuition. PALMER INDORSED. His Name to Be Presented to the National Democratic Convention. Gen. Palmer was given a warm reception at his old home in Macoupin county, Iil., last evening. In abrief speeoh to his old neighbors Gen. Palmer took occasion to say emphatically that he was not a candidate for either President or Vice President. “Lock at my locks,” he said, “they are too gray and thin. I expect to see a democrat elected President in 1892 and I expect him to bea young man. I pledged myself, if elected Senator, to give the people six years of honest endeavor for their welfare.
