Mr. Allison, speaking of the items of increase, says that the increase of $1,441,473 under the agricultural appropriation was caused by the establishment of agricultural experiment stations and the transfer of the weather bureau from the War Department. In the army appropriation bill the small in- crease of $92,095 was for the expenses of re- cruiting, and in the diplomatic snd consular service a reduction of £40,750 was made. ‘The increase of $637,849 foc the District of Columbia was for the police department, street improvements and public schools, and’ under fortifications the increase of #2,02,144 was for continuing the construction of mortar batteries for the defense of Boston, New York, San Pran- cisco and other harbors and for the new gun factory at Watervliet, N.Y. In the Indien bill the increase of 27,307,146 was made to carry into effect recent treaties negotiated with va- rious Indian tribes. The increase of $1,456,638 under the legis- lative, executive and judicial branch of the government was for clerical force in the vari- ous departments, mainly in the pension office. An increase of 2900,000 was made in the inter- nal revenue service, principally on account of the expenses of inspection of sugar, upon which a bounty is to be paid. ‘The appropriations for the Military Academy were less than those made by the last Congress by $380,449. ‘The naval appropriations showan increase of $14,042,344 for new ships for the navy and the improvements of plants at the navy yards. ‘ensions show an increase of $113,312.351, in- cluding deficiencies made by ‘the’ Fift Congress over che Fiftieth Congress. ‘This in- crease was caused in part by the failure of the present Congress to make sufficient. appropria- tions for the year 1890, leaving a deficiency of $25,321,907 to be provided for.
