MANY MILES OF PAVEMENTS. Streets That Ought Soon to Be Resurfaced. SEVERAL NEW BRIDGES WANTED. Capt. Wm. E. Rossell, assistant to the Engi- neer Commissioner of the District in charge of street improvements, today furnished bis ennual report. He says: I have the bonor to submit the following report of the operations of that portion of the engineer department under my supervision for the fiscal year 1589-90, I reported for duty and was assigned to charge of the surface division of the engineer department in December, 1889, relieving Capt. Symons, and have remained im charge since that time. STREET IMPROVENENTS. GRANITE BLOCK. Where the traffic is heavy ithas been con- sidered best to use the granite block pave- ment, which I believe to be the true city pave- ment for all purposes, its darability and scrength being greater than that of any other kind now laid. ASPHALT PAVEMENT ON BITUMINOUS BASE. The asphalt pavements should be regarded as luxuries, being very comfortable for travel and remarkably free from dust and dirt, and forman excellent pavement for residential streets or where the traffic 1s not heavy. ASPHALT BLOCK PAVEMENT. ‘The same may be said of the asphalt block pavement. Quite a large amount of this pave- ment has been laid during the past year, and will, I believe, give satisfaction, SHEET ASPHALT BAVEMENT. Two streets were laid during the past year with sheet asphalt pavement, using old cobble stone pavement fora foundation, The same was done the year before, as mentioned in the last annual report. So far it seems to be gi ing us excellent results and by means of ita saving has been obtained of about 50 cents per square yard, GRADING AND REGULATING. Anumber of streets have been graded and regulated in the city, the same method of grading and regulating being used as was used in the previous year and mentioned in the last annual re viz: the laying of a brick side- walk, curb, cobble gutter and macadamized road: cov with gravel. An attempt was made by reducing the thickness of the mac- adam to six and one-half inches and arranging the grade below the desired grade of the street to make use of the same iv the future when the street should be a ved, using the said macadam for a base. This wouid do very well were the graded and regulated streets paved within a comparatively short time, but as the time of paving the street is uncertain I believe it to be better to give the full thickuess of twelve and one-half inches of macadan and gravel surface. When the streets are after- ward paved this material becomes available for use on unimproved streets, the cost beit reduced to the haul to where itis to be use: end spreading it in position. In the last sanual rope t it was stated that an effort would be made to dispense with curb on graded and regulated streets, Although I be- lieve this to be a safe and proper thing to do in the suburbs, within the city or on very ste grades, I do not believe it to be proper, an during the past year curb was put in, thereby increasing the cost over the estimated ex- ense, gone ee riven showing the nature, distzi- bution and cost of the various improvements made from the appropriation for street im- provements during the year.
