Can a Mary- lander spend a single night outside of the state during balf the year, whether, on pleasure or business, without disfranchising himself? Have not all Marylanders who took up their vacation abodes lastsommer outside of the state lost their legal residence and coased to be Mary- landers, whether they made the required affi- davitw or not? The law, strictly construed, forbids consideration of the usual testa of « man’s intention im leaving the state, which are found in the length and character of his absence and in the reasons for his de- parture, and substitutes the “conclusive” test of an affidavit, which is indispensable in all cases, and which for half the year caunot be made without perjury and cannot be carried out, Maryland is even more seriously inter- ested than Washington in this sweoping and preposterous law. Maryland should see to it for the general welfare of the state that her election officers construe this law uniformly in # manner which will as far as possible avoid the objections of unconstitutionality and the evil of @ general disfranchisemont, and at the first opportunity the law ought to be amended, rs Senator Ingalls in the interview recently printed in Tur Stan expresses the belicf that ‘Washington if poled would expe: the railroads beyond the city limite, and he thinks thatin| o4 this respect Washington is “rather provincizl.” The efforte of the city, by which it is to be judged, have been m the direction not of ex- pelling the railroads but of compelling them to lower or elevate their tracks in approaching convenient station points within the city limita.
