The board of trade, for the city at large, has condemned it The protective association of South Washington, speaking for that section, has denounced it, Even the cit- izens who are served by some of the illegal side-tracks, and who thus have a personal in- terest in one provision of the bill, are not so lacking in public spirit that they favor the Atkinson bill unamended and uncoupled with provision for the public relief. In the Longue Pointe case the improvidence of the provincial authorities in tarming out the patients, some seventeen hundred in number, at one hundred dollars a head,was the prime cause of the disaster, The Chenango poor house and asylum was a three- story frame structure. Neither building had proper safeguards against fire. The buildings were unfit for the purposes for which they were used. The greatest criminal negligence has been displayed in the care of the most help- less of all human beings.
