In some form or another the question is con- stantly being presented to the Post Office De- partment by enterprising citizens who want to gratify their curiosity by ascertaining how long it would take a letter to go around the world in the regular mail channels. A short time ago & citizen of Bloomington, IIL, started a letter of this character on its journey, with the re- quest written on the outside that postmasters would please burry it along. It got as far as San Francisco and the postmaster there, being aware of the clause in the postal regulations— which, by the way, has been there since 1880— prohibiting the carrying in the mails of ‘postal cards or letters addressed to go around the | world,” forwarded the letter to this city. The acting maperintendent of the foreign mails office, Mr. N. M. Brooks, promptly had the letter re- turned to the sender, and he informed the postmaster at San Francisco, as he has, thou- sands of others since the year 1880, that in con- ——— of objections raised by the British Hong Kong post departments, through Whose services this class of correspondence would necessarily pass, it has been found neces- Sary to discontinue forwarding such mail mat- ter. Crrx Tax Biris.—The city finance committee is arranging the tax assessment and appropria- tion bills which will make up the financial sys- tem of the town forthe year 1890-'91, but the work is not yet completed. They find it very didicult to make the income meet the neces- sary outgo, but there is no probability of an increase in the rate of taxation. Dinners, Teas and Luncheons—Per- sonal Mention. Mra. Harrison and Mrs, McKee saw a fow friends by appointment yesterday afternoon between 3 and 4 o'clock. Mrs. Harrison wore a becoming spring gown of stone-blue cloth trimmed with flat braid. Mrs. McKee wore a Parisian gown of black thread lace, effectively trimmed with broad ribbon in a beautiful rose heliotrope color. Among the callers were Dr. and Mrs. Guzman, making their Bnd call, Lieut. and Mrs. Kellogg, Mrs. Henry Pellew with her friend, Miss Blodgett of New York, and Mrs. McLean, who later took Mra. Harrison out for a drive, Senator and Mrs. Hearst entertained a com- pany at dinner last evening in their beautiful new dining room. The dinner party, which was planned to bea large one, was very much reduced in numbers by the death of Senator Beck, as he and several of his intimate friends were included in the listand the vacancies made were not filled. The centerpiece of the large oval board was a bowl of gloria de Paris set upon a piece of rare antique embroidery lined with sea green silk, and the bowl was filled with gloria de Paris roses. The guests were Senator and Mrs. J. P. Jones, Senator Gray, Senator and Mrs, Sherman, Senator and Mrs. Hawley, Senator Morrill, Senator Allison, Senator and Mrs. Dixon, Mrs. Anthony of Bos- ton, Mrs. Robert Underwood Johnson of New York and Col. Clark of California, Mr, and Mrs, Anthony Pollok gave a delight ful afternoon entertainment that was almost too elaborate in its appointments to be called atea, The entire beautiful house with its grand salons, shaded cool conservatory cor- ners and roomy spaces everywhere for the large company to assemble in, Mra, Pollok re- ceived her guests with the usual courtesy that 0 becoming to her style, attired in a Louis XVI gown of wistaria brocade trimmed with frills of point lace, Her assistants were Miss Sherrill, Miss Dahlgren, Miss Boardman, Miss Davidge, Miss Williams, the Zaye Upson, Miss Cullen, Miss Batcheller, Miss Julia Strong and Miss Davidson, who is the guest of the house. The event was one of the most charm- ing and elegant of the season. Mr. and Mrs, John W. Pilling of Massachu- setts avenue gave a handsome reception last evening in honor of Mrs, George Kenner. Mrs. John Hay, who has been absent in New York city for a short time, returned to her home here last evening. Mrs. F. B. Spinola hasreturned from a week's absence in New York city. The pretty comedy of Pygmalion and Galatea is expected to bring in a golden harvest for the Home for Incurables, A large audience of so- ciety zoe have already secured seats for Saturday night at Lincoln Hall. Miss Sue Brook, who is the sister-in-law of the war governor of Maine, Gov. Cony, and Miss Alice Harlow will arrive in the city today, to be the guests of Mr. and Mra, Keim. The jadies reside in Augusta, Me., and are now re- turning from Florida, where they spent the winter. A large number of elegant teas and afternoon receptions have been given in Washington dur- ing the past season, +h gracious hostess has invited a number of popular young ladies to assist in entertaining her guests and to see that every one is hospitably treated after leaving the drawing room door sill. In many instances these b Sins ladies have only partly performed their duties. They are apt to become so ab- sorbed in tete-a-tetes with young men who have dropped in after their half day's work that they pay no attention to ladies who have no men with them. Of course the hostess is entirely ignorant of this and her friends hesi- tate to enlighten her. If young lady assistants knew of the comments made upon their thoughtlessness they would doubtless be more attentive, Mr. Charles A. Pilsbury, for many years a Washington journalist and correspondent, but now editor of that excellent Maine weekly, the Belfast Republican Journal, is in town for a tew days stay, at 1323 G street, accompanied by his wile and daughter and @ couple of Belfast friends, Mr. Ralph Cross Johnson has been visiting his mother, Mrs. Ralph C. Johnson, at her apartments at the Portland, but leaves on Sat- urday to join his family in Europe. Mrs. Russell West and her children have gone to Rock Island arsenal, Illinois, where she will join her husband, The first ball of the season of the Tacoma Ciub of East Washington was held at Odd Fellows’ Hall last night and proved to be an enjoyable affair. Among those present were — Shields, Pumphrey, Baptista, McAlwee, Caspar, Padgett, Gates, Crisman, Parsons, Hook, Nelsou, Murray, Wheatley, ekige Vermillion and Messrs. G. Gates, Padgett, W. Miss Minnie Wanamaker will give a small and early dance this evening in honor of her guests, Mrs, Ralston and Miss Pettitt of Phil- adelphia, The Postmaster General and Mrs. and Miss Wanamaker will leave the city for a week's absence at their country place, Linden- hurst, near Philadelphia. The time will be spent with Mr, and Mrs Rodman Wanamaker and child, who will then sail on the 22d in- stant for Europe. Sergeant Dunnigan, the only sergeant in the second precinct who was not included in Col. Robert's recent investigation, went out yester- day afternoon and visited Anderson's barber shop on 8th street near Rhode Island avenue, The proprietor was willing that the officer should search every place in his house except one cupboard which he said was “private ‘That was just where the officer wanted to mak a search and when he opened the door he saw an ice box and other paraphernalia for a “be- hind the curtain" bar. No one would claim the beer and it was turned in as “abandoned property.” Holmes was arrested asa suspicious person and when tried in the Police Court this morning he was defended by Lawyer Closs. LIVE CAPITOL TOPICS, House Committee Vacancies—Various Matters of Current Interest. ‘The Speaker is not yet ready to announce his appointments to fill the committee vacancies, but the delay is not caused by any doubt about the assignments to committee on rules and committee on appropriations, The thing yet to be settled is who isto go on the com- mittee on merchant marine and fisheries, Mr. Blunt of Georgia is to go on the committee on rules and Mr. Mutchler on the appropriations committee, ALABAMA CONTEST. The report of the committee on elections in the contested election case of John V. McDuffie against Louis W, Turpin, from the fourth con- gressional district of Alabama, was submitted to the House yesterday by Mr. Rowell. The report favors the seating of the contestant, McDuffie. A minority report wili be submitted by the democratic members of the committee. THE MARYLAND WAR CLAIMS, The House committee on war claims has re- versed its action in reporting adversely the bill introduced in the House by Mr. McComas ap- ropriating $231,500 to reimburse the towns of Siacersiows, 3 Frederick and Middletown, Md., for a refund of ransoms levied and exacted by Gen. Early in July, 1864. LIABILITY FOR INJURIES OF RAILROAD EMPLOYES. Senator Hoar hag introduced a bill making all corporations or persons engaged in trans- portation between the states liable to all their employes for any injury sustained by re son of negligence in the construction, equip- ment or management of freight or passenger cars, unless the negligence of the person in- jured shall have contributed to such injury. MR, ROWELL'S ELECTION BILL. According to instructions of the republican caucus Representative Rowell yesterday intro- duced in the House a bill providing for an ex- tension of the functions of national supervisors of elections, THE WORSTED BILL PASSED, The Senate yesterday afternoon passed the Dingley bill for the classification of worsteds by a vote of $2 to 20, Mr. Payne voted with the republicans, The bill now goes to the President for his signature, DESTITUTION IN CALIFORNIA, Copies of an appeal containing the signa- tures of 1,654 citizens of San Francisco,praying for federal aid, have been received by mem- bers of the Senate and House. The appeal is addressed to the President of the United nd to the Senate aud House of Repre- sentatives. It states that “owing to unprece- dented bad weather, the evils of competitio! and, most of all, # vicious financial system. the petitioners find themselves and their fami- lies, with thousands of their fellow citizens, in acondition of helpless destitution. “We have wppeuled to our local authorities and fellow citizens, in vain,” says the petition, ‘Com- paratively nothing has been done. A few thousand dollars have been subscribed, giving work to some thousand of the more fortunate of the many thousand sufferers among us.
