THE EVENING STAR. | Horr You Berrezr Ger Apovr In WASHINGTON: ington, of Georgetown, and of the Levy Court respectively, the ordinances of the board of health legalized by Congress, aud the statates- st-large. The work of the compilers is one of great importance, and the people of the Dis- trict hope that all necessary measures may be taken to bring it toa speedy completion, and that Congress will indorse the compilation when made and recognize it as an official statement of the statute law. The last step is the one that counts, The District began to make just complaint of the condition of ite laws as soon as it came into existence, and 8 series of compilers have kept Congress fully informed as tothe peculiarities of the Jocal statutes, But vo compilation has ever been adopted asa statement of the law as it exists, and each lawyer or citizen interested in a ques- tion concerning the statutes has been com- pelled to burrow for himself in ancient vol- umes. Approval of a compilation by Congress would collect statates locally applicable from a dozen different sources, secure convenience of reference, and in straightening inconsistencies und making intelligible the statement of exist- iug law many antiquated provisions would be practically legislated out of existence by being treated as obsolete, When an authorized com- pilation has been obtained, the opportunity will also be furnished of clearing away by amendment any antiquated provisions, out- grown by England and Maryland from which they came, bat still in force in this District, and statutes in the line of modern legislation may he substituted in their place, It is astonishing that the American people should for more than three-quarters of a century have preserved the statutes of their capital in the condition of a museum of antiquities, displaying curivsities, wonders and horrors to the eyes of the world. Washington is a modern, progressive city. and the time has come to drive antiquities frum the statute beoks, and to coufine their exhibition to the rooms of the National Museum. ee The storm which is raging over the country as an appendix of the vernal equinox is one of the most severe in the annals of the republic. It seems to have spread itself in different storm shapes from the Great Lakes to the Gulf and from the Atlantic to the summits of the Rocky mountains, In the far northwest it assumed the appearance of a bitter blizzard, nearer to us it precipitated itself as fierce hail stones of large size, and in Illinois and Kentucky it came im cyclone and great torrents of rain. The de- straction of human life and property in these states is unprecedented. The city of Louis- ville is a heavy loser, the wind cutting a great swath through a portion of it, leveling 2,500 houses and destroying five hundred lives. ‘Thousands of persons were injured. In Illinois the village of Metropolis was torn completely down, with the destruction, apparently, of most of the population. These are simply specimens of the ruin wrought by this eccentric, s falling “horror of great darkness,” which, not before in our generation and our couutry, has made such a record of terror und devastation, Heretofore cyclones have rarely intlicted injury upon large cities.
