Whether it would be better to have, as proposed, a virtually con- tinuous session, like the British parliament's, with a summer recess, or simply to lengthen the short term by the other branch of the con- stitutional amendment offered until April 30, is question which members may well deliberate over and divide upon. If the proposition to close one Congress and open the next on December 31 is adopted, the Christmas break ia ‘business will not occur, or at least will not occur in such relation to the opening of the Session as to spoil for business so long a period of time, There ought to be general concur- Fence in the proposed change of Inauguration Day. On April 30 the weather is almost always fine in this latitude. The historic association of this day with the first inanguration of George Washington is also to be considered. ‘There are to be two investigations of civil service reform—one by the reform league; another, as proposed, bya committee of the House. The fight may go on over methods and personal faithfulness in the enforcement of the law, but one thing is well established—the spoils system will not be restored. At point on an African river above St. Paul de Loanda the United States naval expedition, despatched in October, will observe this eclipse, and it is hoped that im- portant scientific phenomena may be photo- graphed. More and more science is enabled by her widening range of study and observation to solve the provlems of our material existence and to throw increasing light on abstruser problems. a Christmas truly comes to those only who re- ceive its great mystic lesson of faith and charity.
