The question as to who will succeed him is engaging serious attention. It is believed that the change in the ministry which would follow Marshal Da Fonseca's death would lead to seri- ous complications. CODE DISPATCHES REFUSED. Kellogg, who is connected with the Thompson-Houston electric company, has just returned from a visit to Hayti. He says that the published stories that Minister Douglass is not receiving the treat- ment to which he is entitled as an officer of the United States government are false.
