Westcott. ——— Kuights Templars? ‘To the Editor of Tux Evaxcve Star: ‘The statement concerning the proper title of the Order of the Temple, written for your issue of the 8th instant, called forth two replies ou the 10th. Let me say im answer to the first, signed ‘‘A Templar Linguist,” that I gave my Bame and position in the order simply to show that I was no outside meddler and to bear the responsibility of my statement No single “Templar Linguist, "any more than an individ- aal prelate, “can deterniue upon the rhetorical rectitude of the term Knights templar.” I gave one expert authority by name—Dr. Mackey— and referred to all the encyclopedias and dic- tionaries that have been written as on my side. I will give to any one who desires toread many authorities by name of the highest reputation, not only for Masonic lore but also for general terary culture, from the year 1707 to the pres- ent time, by whom the term Knights Templars ig the only one employed. To my second critic I answer, I hoid that “Templar is never an adjective,” because sev- eral persons, including myself, have never, in all our reading, found it used as an adjective except once by Coleridge and of iste years in the constitution and reports of our Grand en- campment. I would like to see this body re- turn to the historical and classical usage. To uote one of my authorities, “if then the word ‘emplar iv = noun, we ha tion Knights Tempiar, two nouns referring to the same persons, one of which is plural and the other singular. The known rule of opposition requires nouns under these circum- Mances to agree in number and case. If we zhould even admit Templar to be an adjective, the term Knights Templar would stil! be con- trary to the germs of our language, which with tare exceptions places the adjective before the in reference to ainst this ractice. The Maritime Conference and Its Pur-| Acsavon’s.— This ev. poses. DELEGATES TO MAET IN THIS CITY TO DISCUSS MANY QUESTIONS OF INTEREST TO MARITIME NATIONS—GENBRAL LAWS AND A COMMON CODE OF SIGNALS PROPOSED. Work will be started this weck by the inter- | national aaritime conference with the object of exdeavgring to provide means to prevent 8 portion, at Inast, of the vast number of acci- | dents on the high seas that anuvally adds to the world’s death list ata frightful and ap- palling rate. This conference will be held be- tween representatives of the principal sea- faring nations of the globe, and will probably last until January 1, when it will expire by law unless Congress should see fit in the mean- time to make provision for a lengthening of ite sessions. COUNTRIZS REPRESENTED. The countries represented are Great Britain France, Germany, Italy, Denmark, Belgium, the Netherlands, Sweden and Norway, Russia, Austria, Hungary, Spain, Brazil, Chili, Vene- zuela, Uruguay, Guatemala, Costa Rica, Nica- ragua, Mexico, China, Ja and Hawaii. No maritime country of any importance is without —— except Portugal. ‘he American delegates, who now number seven, held several mectings in the spring and eed upon & program of su; ions. Rear Aimiral SR. Franklin isthe president of the American delegation, and by international courtesy he will naturally be the president of the conference. There will probably be several secretaries, but most of the real work will be done by the American secretary. who will be a young naval officer. Lieut. Stanton has been attending to the preliminary work with great satisfaction to Admiral Franklin, and has got together a mass of data which will be very valuable to the delegates. He will act in con- junction with Lieut. Cottman until his de- parture for Europe as flag lieutenant of the new sq of evolution under Admiral Walker. POWERS OF THE CONFERENCE. The conference has no legislative power whatever, being merely called together to debate upon certain sudjects, but without being able to make new laws, to amend old ones, or in fact to take any steps looking to the estab- lishment of their conclusions on a permanent basis. The effect of the discussions and the agreements, however, will be suggestive and will be certain to be produced in substantial form later on. It is the ultimate design of the —— of the project to secure a uniformity of laws respecting maritime matters, thus avoiding the dangers and difficulties that now arise under a complexity of many and varied systems of flag codes, whistle codes, course rules, light codes, steamer lanes, buoys, mark- ing of wrecks and other topics of vital import- ance to sailors and merchantmen. THE PROGRAM framed by the American delegates to the con- ference embodies all fields for discussion in this line, systematically arranged, with a view to logical consideration. It embraces the fol- lowing general divisions: 1. Marine signals or other means of plainly indicating the direction in which vessels are moving in fog, mist, falling snow and thick weather, and at night rules for the prevention of coliisions and rules of the road. 2. Regulations to determine the seaworthi- 3, Draught to which vessels should be re- stricted when loaded. | 4. Uniform regulations regarding the desig- | nating and marking of paltts ag 5. Saving life and property from shipwreck. 6 Necessary qualifications for officers and seamen, including teste for sight and color blindness. 7. Lanes for steamers on frequented routes. 8. Night signals for communicating informa- tion at sea. 9. Warnings of approaching storms. 10. Reporting, marking and removing dan- gerous wrecks and obstructions to navigation. 11. Notice of dangers to navigation; notice of changes in lights, buoys and other day and night marks. 12. A uniform system of buoys and beacons. 13. The establishment of a permanent inter- national maritime commission. COMMITTRES TO BH APPOINTED. It is not yet determined how the conference will handle the program, but it is probable that | soon after the organization on Wednesday a | number of committees will be formed, much after the = of the Congress of the United States, each one of which will have under spe- cial consideration a single division of subjects, These committees will most likely discuss their topics among themselves and form individual plans for presentation to the conference. Some may favor open discussion, others may invite the reading of papers by specialists, and still others may come to their conclusions in com- mittve and report them for adoption by the conference. It is probable that a good many | interesting be speed will be read before the con- ference, and there will undoubtedly be some animated discussion. ENGLAND'S ATTITUDE, There are certain poiuts included in the pro- gram to which Great Britain objects as not be- ing proper topics for consideration. In fact this power at one time wis on the puint of ab- | solutely refusing to join the conference at all, such a meeting without England repre- ted would be considerably like a watch without main spring, certain concossiona were | covertly made, and it was finally agreed that | England should come to the conference | with the understanding that her delegates | should not be forced into discussion of certain topics. It is understood that the entire frat general division is objectionable to the British | interest. TO BROADEN THE SCOPL OF THE CONFERENCE. Herr Sioveking, president of the hanseatic court of Hamburg and a noted authority on maritime law, will be the leading German dele- gate tothe congress. He is instructed to ask tne congress to extend its program beyond technical questions and consider general in- ternational maritime laws, with a view to the acceptance of principles regulating the settle- ment of disputes like the Behring sea fishery troubles. If the congress adneres to the pres- ent limits of the program Herr Sieveking will propose a subsequent special conference on excluded genio. This line of action will robabl; arranged in corjunction with | Englan: The delegates to the conference, after ad- | journing, are expected to make reports to their respective governments upon the progress of the discussion. Such topics as ve been | finally settled and on whic pes legisla- tion has been agreed upon will be presented to the powers interested with recommendation to enact laws looking tocertainends, Thus if the | conference harmoniously upon a definite policy or action it is quite likely that some sort | of law will be made in every country repre- sented in the discussion to this effect.
