Cramp of the Philadelphia ship-build- ing firm had another consultation with the See- retary of the Navy Saturday respecting the pro- posed additional trial of the cruiser Baltimore, in order to develop her contract horse power. It is said that the vessel was put into dock by the contractors Saturday for the purpose of changing the pgch of the propeller from 20 to 213g feet. The result of such a change, the en- gineers say, would be to reduce the revolutions of the propeller, thereby enabling the boilers to keep up the steam pressure to full limit, and consequently show an increased horse power. The Union Works er of San Francisco, builders of the Charleston, we asked the de- partment that, if there is any question of the acceptance of the vessel under her recent trial. they may be allowed to put ina smaller propeller than the one with which the test was Senator Manderson’s Rerated Pension. Senater Manderson has returned to the Sec- retary of the Interior the rerated pension cer- tificate which he received in August from the pension office. In his letter to the Secretary making the transmision he says: “In thus returning the only evidence I have received of the actions unadvisedly taken iy wes Pangea) upon your opinion that it was not en in compliance with law, I am not com- pelled to pass my individual judgment upon the advisability or propriety of the action of the commissioner, whose perfect integrity and | good intentions no one can question. I have kept silent under grossest abuse and most undeserved attacks, that 4 did not suppose could come toa man who had tried to do his duty to his couutry in her need and had been previously injured in that endeavor, be- cause I could not by precipitation of action re- flect upon agallant comrade, who certainly supposed that within the requirements of the law he was doing a goed and proper act. It is due myself to say, however, tat no time since I was advised of the issue of this certifi- cate have I entertained a purpose to retain what might be due under it to my own use, but I did certainly desire to show my right to itif the steps leading to it had been regular and had the warrant of strict law as well as of substantial right. You say in your opinion, pensioner, who was a chivalrous officer, whose merits are not to be indicated by a pen- sionable rating, was nota yoluntury party to the action in this matter and it appears that he neither sought nor expected it.’ This is, per- haps, full vindication of the course I have pur- sued, and for these and veces kindly words your courteous letter I thank you.” Funeral of Wm. H. Devers. The funeral of the late Wm. H. Newport Telegram to the New York Herald. ‘The Navy department has decided not to allow the naval apprentices to return to the United States training ship New Hampshire this winter. This step is taken on account of the unsanitary condition of the ship. She will remain in the tideway, and only a ship's guard will be on board. The boys, who have been in camp on Coaster's Harbor Island for several will be quartered in the gymnasium. The Jamestowu, which is here, will take a draft of 125 boys from the New Hampshire, and the Portsmouth, which is expected soon, will take a draft of 150. When these boys :~ the various receiving ships at New York, delphia and other places will send the 4 who have enlisted recently to the New Hamp- shire to take their places. It was deemed in- advisable to send the new boys here while typhoid fever prevailed. One additional case of fever was ‘ted this week. Transfers of Real Estate. A Berlin correspondent of the Akropolis of Athens recently sent his newspaper an elabors Ate explanation of the relations existing be- tween the four chief figures in German politics —Emperor William IL, Prince Bixmarck, Count Herbert Bismarck and Count Waldersee, His letter attracted widespread attention on the continent, and has been liberally quoted by the German newspapers. It said: “It 1s worthy of consideration that the seo ond official in respect of influence in the Ger- man empire, Count Herbert Bismarck, is the son of the imperial chancellor. Count Here bert Bismarck represents his father in all af- fairs of foreign policy. He accompanied the emperor on his aew, to St. Vienna and Rome. few months went to London on a4 important tical mission. Me guided the negotiations in the Samoan conference. Many newspa hick tried hard to secure the favor of the chancellor have long been wont, come sequently, to compare Bismarck the father Bismarck the son with the elder and — Pitt, All this, however, bas had little uence upon Emperor William. Despite his great respect for the father he was unable to 1 a corresponding confidence in the son, Recent German politics have been characters ized by a series of events which have pisced in the mouth of the opposition press the cam- paign ery, ‘No more successes,” a Figs campaign cry does - wigrepeleeion Sreatest importance, but the proceed- ings against Prof. Geffcken and several lib- eral ne rs concerning the Emperor Frederick's diary placed Emperor William im @ rather disagreeable position, and the complete collapse of these proceedings of necessity injured the monarchical cause, The rather questionable diplomatic cam- pes agaiast the British ambassador in St Petersburg. Morier, had a similar result and made an exceedingly bad impression the people. In the first case, Prince marck found it necessary to publish some of his own private reports, but he failed thereby to erase the disagreeable impression already made. And when the complaint against Ceffeken, despite the contrary resolution of the imperial court, was published, even the conservative Areuzzeilung warned the gove ernomeut against shattering the movarchical sentiments of the people by further blan- ders, But that is uot all. In Zanzibar, on the Samoan Islands, and most recently im Switzerland, German diplomacy bas by po Means earned any wl gaeon: Now, the | participation of Count Herbert Bismarck im foreign affairs is exactly contemporaneous with these untoward events and in certain conservative circles people are ready to as- cribe the miscarriages to the clumsiness of the son of the imperial chancellor. The conse- quence of all this ix that the imperial chancel- lor, who has long wished that his son Herbert should eventually succeed him, has begun to fear that the emperor might select the future chanceilor from another circle. Count Wal- dersee is regarded as the ‘coming man.’ He is looked upon generally as the representative the Areuzzritung party, Hence the chancellor's uneasiness, bence bitterness against that party, which secretly secks to undermine his position of confidence near the emperor. Of course certain official organs, which wish to be still more Bismarckish than Bismarck bim- self, are quick enough to pick up his mood and |to denounce the Waldersve-Kreuzzeitung party as a dangerous political deren f ready to plunge the empire into the perio of war. The emperor appears to take little interest in this official campaign. Despite all the attacks ou Waldersee the em- peror selected him as his companion on his trip northward, and the Kreuzzecitung, which has agreatdeal to say about foreign affairs these days, seems to be basking in the glow of imperial favor. It is alsoremarkabie that, while Bismarck the father and Bismarck the son were conducting a hot newspaper campaign against Switzerland, the emperor himself was speak- ug in South Germany in the warmest terms of affection concerning Switzerland, aud the Count Waldersee hastened to make the announce- ment that he would pass several weeks of his summer vacation in the little land which imperial chancellor was attacking. It wo therefore, seem that the two leading warriors of Germany, the emperor and the chief of general staff consider it beneath the ity, a European great power to bulldoze little Swite zerland with threats of war. ~The couclusion to be drawn from this state of affairs is that the parole “Bismarck is become ing old’ must be changed so as to read: ‘The dynasty of Bismarck has become impossible,’ Emperor William respects and houors Prince Bismarck as the first promoter of German unity and the tried adviser of bis grandfather. ‘The retirement of the chancellor is an imy sibility; equally impossible is itthat Count fess bert should become the successor of his father, On the contrary, present appearances indicate that Emperor Willinm will become his own chame cellor. deed, unless all signs fail, we are approaching an epoch which, unlike the Bis- marckian era, will be characterized by the gene eral promotion of the policies of the sovereigns: themselves, with the young German emperor at their head.” RACELAND pow: ‘S FIRENZI. A Battle Royal for th the Grand National Handicap at Jerome. From the New York Sun, Saturday. The Grand National handicap decided af Jerome park yesterday afternoon was one of the bestraces of the year, and while Raceland defeated Firenzi, the gallant little mare lost none of her admirers nor a particle of her reputation as a game and speedy racer.
