Proof of « single in- stance of such sale, without punishment of the offender, and of his retention in office by suc- cessive administrations, cognizant of the facts, would throw a cloud of suspicion over the whole commission and over all the civil ser- vice examinations. To buy office by direct bribery of certain government employes would be, to put it mildly, no improvement upon the old method of purchasing office by political or personal service to partisan lead- ers, All the merit would be taken from the “merit system,” and public confidence in the alleged improvement of the methods of select- ing government employes would be seriously shaken. Proof of such a condition of things would go far to sus- tain the spoilsmen’s claim that the politicians without regard to party are spoilsmen at heart, and that the two organizations which divide the mass of American citizens between them ve rotten to th, ~rs. The accusation in this matter is very serious, the evidence must be direct and convincing, and a heavy responsi- bility will weigh upon the accusers if their proof fails. For they have indicted before the people of the United States Cleveland, Harrison and all the civil service comm ssion s+, democrats, republicans and muge mps, and the offense charged is that of | conniving at and condoning bribery and offi | cial corruption, and of deceiving by hypocritical pretenses the American people. The state- ments that the sale of questions took place many months ago, that the alleged guilty per- son was accused before and investigated by the old board of civil service commissioners, that his offense was brought to the attention of President Cleveland, that several months ago President Harrison was informed of the accusations against him, and that notwithstanding the successive charges and investigations the alleged culprit has not only been retained in office, but has been pro- azaoted, will go far toconvinee the public that the person accased must have at least some very piansible defense, and he will not be con- demned unless and until his defence has been heard and is found to be overcome by the clear case made against him. His condemnation, in- volviug a verdict of guilty against two Presi- dents, would be a deadly blow to civil service reform. The public would not the less desire sensible, business methods in selecting govern- ment employes, but it would not know whom to trust honestly to carry the law into opera- tion, a In Massachusetts the enemies of the pro posed prohibition amendment declared that they defeated it by raising a panic among the | good temperance farmers lest, by the abolition of the cider mill. they should find the market closed against their second and third rate ap- ples.
