Air in the shape of blasts of wind, water in rain and snow, and fire in the burning rays of the sun did their best to master the earth. The figst powerful charge of the renewed attack of 1889 is headed by Jupiter Plavius. The recent heavy rain-fall which corrected a Grouth in the northern states has so saturated the earth that the excess of falling water has spread over the surface in freshets, and great damage has resulted, The spring just ended, which had established for itself locally a fine reputation for wetness, rendered its record | phenomenal by the rain-fall of,its closing days. Bladensburg experienced its submerging in April, and last night Georgetown suffered from ‘the conversion of Rock creek from a canal into atorrent. Reasonable fears have been enter- tained concerning the effect upon Wash- | ington of the rise in the Potomac. The | danger to the wharves and shipping, to the unfinished work on the ilats, and to the valuable property along the low- lying ground on and in the vicinity of Pennsyl- vania avenue, causes deep anxiety among the people of the capital on the occasion of every heavy rainfall which brings the report that the Potomac is rising. Not until the flats are re- claimed, and the obstruction of the great dam | called the Long bridge is removed, will the | fear of a repetition of the damage of the great flood of 1877 be to any considerable extent | abated. The calamities accompanying the extraordi- nary rainfall are experienced with the greatest severity in Pennsylvania, The bursting of a reservoir, caused or hastened by the strain put upon it by the swollen waters, added to the deluge at Johnstown, and hundreds of lives, it is feared, have been lost at that point, The in- dications point to a disaster greater in propor- tions and more startling in its incidents than | any similar happening of the past. The events of a like calamity at Mill River, Massachusetts, and even the wildest imaginings of events in the novelist’s description of the flood froma bursted reservoir in Reade’s “Put Yourself in His Place” are tame in comparison. > List to the wail of the urban tabby. By getting into the government employ through a cheat he has kept out some other person who deserved his place. It would be as false morality to let & swindler profit by his bad acts in this case as to let a thief hold fast to his booty because he needs it for his support. If his official super- iors feel sufficient pity for the wife and family, who must be innocent sufferers by his guilt, to find other employment for him outside of the custom-house, well and good. —_— From New England comes the idea of apply- ing the drop-a-nickel principle to the tele- phone. The person who wants to send local Messages occasionally, but does not care to be- come a regular subscriber, will be privileged to stop at any one of several kiosks or sentry- boxes distributed about the streets, drop a bit of money into a slot and open a doo! admitting him to the mouthpiece of a telephone through which he can communicate with his friends at ‘will, or send an order to his grocer, or engage Seeatat the theater for the evening perform- ence. But is it not odd that, with all the public conveniences fostered by the nickel-and-slot device, nobody seems yet to have thought of a scheme for furnishing the customer with change of the right size?
