THE EVENING STAR. WASHINGTON: SATURDAY... -Jume 23, 1888, CROSBY 5, NOYES.. ‘The Evening Star bas a regular, permanent bona fide daily circalation more than treble that of any ether daily paper publisbed in Washington, and much greater than that of all the other daily papers here added together. —= ‘The Star Out of Town. Persons leaving the city for any length of time can have Tax Stan mailed regularly to any address ‘and for any period they may desire, 62 All orders for the paper by mait must be eccumpanied by the money,—at the rate of fifteen cents a week, or fifty cents per month, unless went toa foreign country, when the price, includ- Ang postage, is 80 cents per month, $< In another part of Tux Sranis published an arti- le showing the Views of Sumner, Thurman and ‘other distinguished ex-Senators and Senators upon ‘the railroad occupation of the parks and streets of Washington. The objections to a surrender of ‘the parks to tracks, trains, and stations are forci- Diy presented, and the evlis of the illegal practices Of the roads In occupying streets and reservations ‘without authority, and in using the streets for freight and storage purposes, thereby obstructing ead throtuing two sections of the city, are vividly Sctured. Senator Thurman contended that the ‘Mersion by the government of a park to railroad uses isan act of bad faith towards tne original ‘owners of the soll of Washington, confirming Tax ‘Graz in its position upon this question. It ts ex- pected that the railroad bills will be discussed in the Senate next week. Washington hopes that the friends of the capital will characterize the injurious raliroad dictatorship as it deserves, and ‘that thelr Just indignation may be more effective im the accomplishment of practical results than ‘Was the eloquence of a Sumner and a Thurman in 1872, <2 ____ ‘The proclamation to postmasters concerning the Unmailable character of envelopes containing of- fensive matter S7jtten or printed on them is needed In a large class ot cases. Two men, for ex- ample, have a dispute over an account, which re- mains unsettled im consequence. The one who cousiders himself a creditor goes to an agency. ‘The agency, if it follows the course against which ‘the proclamation ts, in part, directed, first sends Through the mails a demand for the amount im controversy, enclosed in an envelope Father conspicuous for its shape, size apd color, and with such words as “Blank’s Collection Agency” to heavy black letters on its face. If a speedy response fs not forthcoming another de- mand arrives, in a still more conspicuous envel- ope, containing the name of the agency and some phrase Uke “Second Notice to Delinquent Debtors.” This demand encloses a third envelope, covered with references to “Bad Debts,” “Dead Beats,” “Black-legs,” “Sneaks,” “Frauds,” etc., 80 couched as to come Just outside of the pale of ‘we libel law of the state where the agency is situated, Dut with the obnoxious words printed in type which catches every eye; and the alleged debtor 1s warned that, if the claim is not paid in ten days, an envelope of this sort will be used for wrapping « third demand. To Save their families from the distress which the receipt of such mall matter at their homes would give them, men frequently Yield to demands that in their Judgment have no foundation im justice. The thoroughly tlogical character of the whole business is manifest trom the fact that none but a sensitive spirit ts affected ‘by this sort of treatment, A man whois really a Modger of honest debts is not apt to be troubled ‘with sensitiveness, It 1s well to have the line Grawn between enterprise in the collection of debts and tn blackmailing alleged debtors, eS aaa ‘There is a feeble consolation, during this un- ‘usually long and oppressive heated term, in the ‘Thought that it cannot last forever; Dut we can all enjoy a great deal more comfort and avoid many angers while it does last if we adapt our habits Of life to the state of the thermometer. The very air we breathe is hot; the organs of the body re- Tuse to perform their regular functions without urging; but the cares and worries of existence continue just the same during the hottest as during the coolest weather. These conditions predispose men to injury from exposure, Let every person, therefore, eat as lightly as is consistent with proper nourishment, and give fresh fruit a leading place in his dietary; go to ed early and get all the sleep he can before the heat, the light and the noise of a new day make thorough rest tmpossible; keep his mind in acalm and cheerful state, no matter what annoyances arise, by an exertion of the will; stay in the shade; ress in thin clothing, light-colored where that 1s Practicabie, and as free as may be from stiffness or pressure upon any part of the body; move slowly, even tf he has to ask the temporary indul- gence of those who wait upon his motions; and avoid the two exiremes of persistent ice-water drinking and of stimulation with alconol. By observ- Ang these precautions, there ts no reason why anybody should suffer serious damage from the continuance of the heated term. It is tuconvent- ent, bat It need not be fatal, or even dangerous, Sustained by this reflection, and keeping cool in ‘the orthodox manner suggestea, one can pity with alm superiority the fretting and perspiring indi- ‘Vidual who utters without ceasing that great truth: “Whew! But tan’t it hot!:” $$ One of the curious results of the reduction of the umber of Liquor saloons in Philadelphia under the new license law is the complaint made by the ‘Yeamsters at the disappearance of the wooden Watering-troughs formerly placed by so many pub- Gcans in front of their taproom doors, in order that the sight of the thirsty horse's enjoyment Would inspire the driver to take something also, ‘The benevolent societies have supplied the lack to Some extent by the substitution of metal tanks; Dut these bave the aisadvantage of ‘Warm under the Sun’s rays, $0 that horses will not Grink the water, while the wooden trough used to keep its contents cool and attractive. It seems odd that a movement designed to promote the use (Of water as opposed to other forms of drink should Tesult indirectly tm cutting off the avatlablo sup- Ply from so taany of a city's most eager and per- sistent water-iriukers—a class whose steady hab- its Landseer celebrated in bis picture of the “Tem- perance Society.” Se General Boulanger's political prospects have suffered ancther backset in the defeat of his friend aud partisan associate, Paul Deroulade, in last Sunday's election in the Charente, But this does Rot mean that ne has ceased to be a factor in ‘French politics, This will not happen tll his own OF some other scheme for the revision of the con- stitution shall have beep adopted. He has no idea of drawing out himselr, and he can be driven out ouly by the production of some plan confessedly better of strouger than the one he has devised. ‘Till then, he must be counted as an uncertain and disturbing element in every calculation. $a Representative McKinley's appearance at the Chicago convention as a dark horse 1s not unex. pected, Mr. McKiniey ts credited with the largest Share in the authorship of the platiorm; and there ‘Would be nothing illogical, certainly, in asking the Jaan who formulated this statement of principles to offer himself as its exponert and administrator. ‘But there ts a strong sentiment that it will be im- politic to slight and pass over Senator Sherman 1 order to nominate another man from his state, ————— - Itis all very well to urge the candidates before the Chicago convention, and their friends, not to $$ Col. Ingersoll, after bis speech of yesterday, fehich marred his prestige as a ‘Swayer of multitudes, can afford to divert his at- tention for a while trom the mistakes of Moses to ‘he miscalculation of Robert. Mr. Depew’s retirement reduces the uncertain- ‘les of the contest at Chicago by one; but what is ‘among so many? ‘TO BE SOLD AT ONE-HALY ITS VALUE, We have bought 250 Boys' Suits, ages 13 to (Samples of » clothing drummer. _— ‘Suite worth $7.00 to be sold at $3.50, Suite worth $8.00 to be sold at 04.00. THE EVENING STAR: WASHINGTON, D.©.. . ...... DAY» JUNE 2% THE PALAIS ROYAL CLOSES THE SUMMER SEA- 808 WITH 4 TUMBLE IN PRICES UNPRECEDENTED IX ITS HISTOBY. THE STORE TO BE RUN AT 4 LOSS FOR ONE ‘WEEK. FROM JUNE 25 TO JUNE 30.— ‘The great clearing sale at the Palais Royal is dis- tinctive inasmuch ag the reduced prices are made on goods already extraordinarily good values—reference 1s made to the great purchases lately made when, in ‘many instances, entire stocks were closed out ats large discount, WHAT SOME HAVE TO SAY. “They say I'm selling goods st s loss," said Mr. Lisner to the writer yesterday. Taking ups pair of Hose as ‘an illustration, he said: “I sall these Hose at 25c. and make a fair profit because of taking advantage of adull ‘Wholesale market, They are worth 48c. as prices xen- erally go here, but it's not fair to say I lose because I sell them at 25c.; rather is it he who has not yet dis- Posed of stock bought at high prices earlier in the ses- ‘son, and who is unable to take advantage of such op- portunities for buying.” “IT I8 NOT AS IT SEEMS.” hessid. ‘T've made more money so far this June than ‘apy preceding month this year, and yet they say I'm selling below cost. “Now, I'll tell you what I will do Twill sell at cost for all next week, partly to show them that I dare to, and partly because of stock-taking on the Ist of July." Above is the conversation that took place between, THE PALAIS KOYAL proprietor and his advertising man yesterday, and is quoted by him here becsuse it gives the fairest, the truest and best account of the ‘Coming Clearing Sale. THE GOODS TO BE OFFERED. ‘The list of reduced prices advertised in the next column gives but s faint idea of the unparalleled bar- ains to be offered, and because you are not fully aware of the extent of the variety we offer, or the very low ‘original prices—made possible by the advantages secru- ing to our cash system in the late very dull wholesale marketa, SOME ILLUSTRATIONS WORTH GIVING. In the Cotton Underwear Department{ is shown stock of 1,121 pieces of Cotton Underwear—every Piece different. All these at half price, and yet aproft made. The explanation is that the stock comprises the samples of one of the leading msnufacturers of the United States, and who st the close of esch season closes out his samples at 50 per cent discount.
