Loxpox, Nov. 23.—Advices from Durban, November 8d, state that a general and ap- parently successful revolt isin progress among the natives against Portuguese authority in southeast Africa. THE DISTRICT BILL AND THE CONTROVERSY ABOUT THE ESTIMATES—PUBLIC BUILDINGS, ETC, The sub-District committee of the House ap- propriations committee held s short session to- day. The iil hud not been printed and the committee simply made a comparison of some of the estimates with similar items of appropri- ation for the current year. They will meet promptly at 11 a. m. to-morrow, when the printed bill will be before them. They will then take up the bill and go through it in de- tall. With regard to the controversy between the Commissioners and the Treasury as to the sub- mission of Districtestimates in detail, the sub- committee will take no action at present. To Stand Exactty in the Center of the Ground and Probably to be of Granite, District Surveyor Forsythe and his assistants were to-day running lines amid the ruins of partially demolished buildings on the library site on Capitol Hill, the purpose being to de- termine the exact center of the ground con- demned for the library. It is proposed to place the library building squarely in the center of the square piece of ground condemned. It is expected that when the old buildings are all down a force of men will be set at work cleaning up the debris, and meanwhile propo- sais will be invited for work on tue excavation, ‘The architect, Mr. Smithmeyer, will at once make Lhe tests of soil required to determine the character and depth of foundation needed. The character of stone to be used in the building has not been officlaliy decided, but the commission. are inclined to granite, as it is thought marble is not suited to such # structure in this climate.
