THE EVENING STAR. WASHINGTON FRIDAY................JUNE 10, 1SSte ——————————a—a——— CROSRY &. NOVES..___.Editers The Evening Star has a regular, perma- bona fide dally cire: ion more than treble that of any other daily paper pub- Ushed tn Washing and equal to that ofall t other daily papers here added together. —=—_—_—_—_—_——_ ————— THE S748 office is connected with the Telephone Exchange Advertisements, orders for the paper by mail apd otherwise, news, or ny Informstion oF business can be sent day or nixht, free of charge. Pertons leaving the city for the sammer can have ‘Tux Stan mailed tothem, postpaid, for fifty cents Per month, snd the address as often a8 desired. Fo Advertisers—The Doubie Sheet THE Stax printed daring the month of May 2,392 new advertisements, being the largest umber ever printed in one month in the his- tory of the paper. The Increase for the five months of Si over the corresponding period of last year already exceeds 600, that of May alone being 284. Advertisers will confer a favor by sending !n their orders early for to- moriow’s enlarged edition in order to secure insertion and c'assification. ‘The Virginia Republicans and the Readjusiers. The repub!'can exceative committee of Vir ginia yesterday issued a call fora meeting of the state central committee on the 29th Inst., for the purpose of deciding upen tne policy of holding a state convention. Gen. Wickham, chairman of the executive commities, ard one of the ablest men of his party, is urgent 11 be- half of a convention. He has tssued a shor: address to the republicans of Virginia, which rings with the earnestness of his own feeling 0p the subject. He calls upon all republicans to maintain thefr local organization and to exert themselves to prevent desertions to the readjusters. Gen. Wickham refuss3 to coun- tenance the readjusters because of thelr repu- diation tendencles and ideas. He insists that the republican party cannot combine with the readjusters without virtually endorsing their Mnancial doctrine, and he fs not willing to do anything of this kind. In this view General Wickham undoubtedly represents all the better elements of his party, and of other parties in Virginia. There are thousands ot democrats In the state who openty declare that they would vote with the republicans to defeat tue read- justers, Theze declarations are made because of the record the republican pariy has made in support of the honest payment of pubilc obil- gations. Men of Virginta who have the tnter- ests of the state at heart wou'd, tt is believed, unite with the republicans to put down rep1- diation. Gen. Wickham understands and ap- Preciates the advantageous ground his party, if theroughly united, could now occupy. Tae democracy 1s rent tnto two bitter faction3. Should the progress of the canvass develop the fact that the readjuster faction is the stronger Of the two, there are thousands of democrats who would, it 1s held, vote for a straight re- publican ticket, pledged to an honest payment of the state debt rather than run therisk of readjuster success. Whether or not General Wickhaia can make his party see this impor- tant potut remains to be determined. The chatrman of the republican state central com- mittee 13a nominee on the readjaster ticket, and of course he will work for coalition. es Civil Service Reform Again. Baltimore isto have a ctvil service reform asscclation similar in character and purpose to that now existing In New York, of which G22 Wm. Curtis ts president. A number of prom!- nent business men of Baltimore m<t last night, and, by resolution, appointed a committee of ten to prepare and submtt a plan for the pro- posed organization, together with a list of officers. The fact that the number In attend- ance was small did not dismay the projectors of the civil service movement. It was deter- mined to go ahead and organize; to circulate documents calculated to awaken the people to a realization of the necessity for reform in the civil service, and, in fact, to make the movc- ment grow. A3 was remarked by one of the Speakers, if the civil service ts ever to be {m- proved it must be brought about by the people. and somebody must begin the movement. ‘The civil service reform assoctation 11 New York had the fleld to itself for a long ttma, but now there are organizations similar to it and having the same purpose In view, In many of the states. Indeed, tt was the New York as- Sociation which inspired the movement jus Ynaugurated In Baltimore. Since the early days of the first Jackson administration the system of rewarding politicians with the spoils of office has prevalied, and ft !s one not easily overthrown, especially in this government; but, the system can be improved if it cannot be overthrown. One needed improvement Is to give to the faithful and competent government employé some assurance that his tenure 0° Piace dors not depend upon the result of every election in the Congressional district In which be resides. When a new Congressman of the ruling party is elected he hurries to Washing- ton for the purpose of ascertaining how many appointments his predecessor had made In the Public service, and bis immediate dematfM ts that these appointees shall be supplanted by Persons of his own choosing. Heads of de- partments frequently protest against turning Out a tried man to putin 4@ new one, but if the newly elected member Insists he usually has his way. Scores of persons who are falthfu! and elliclent servitors of the government lose their places soon after every Congresstona election, because newly-elected members o Congress insist upon having places for the men who helped elect them. There 1s vast room for ‘provement in the civil service, though it is Bt so bad as often described, and the Baltimore association wil! be nearenough to Washington tolearn just where to strike for reform. The proceedings ot the ‘Onto state re republican convention, whicn met at Cleveland, Wedae:- day, were accordiag to the reporcs, entirely harmonious throughout. In fact, the most tm- portan m3 were made by acclam3- tton, ates an uacommonty strong ticket. The New York complication was adrottly kept ought of sight, tas plaittorm Provoked no discussion, vut.oa th >d with great the speeches of the day. These contra’ reamstancss show not only good management bat gr04 fee! give the repubitcans stroaz of ing as well, and hopes of carrying the state this fall tn spt! the dissensions which exist in the party where. At present these hopes appear to be well founded. + From the tenor of Senator Sherman's remarke on taking the chair.as permanent president of the repubifcan state convention at Cleveland it ig evident that the talk whieh has heretofore classed bim as sympathising with Mr. Conkling and entertaining a feeling of discontent or luk warmness toward the administration is without foundation in fact. He said that we “have no room in this country for a leader who com- mands and dictates,” that “there is no room here for a primate or a boss,” and that the “man who attempts to be boss had better make his will beforehand.” it {s evident that the late Senator from New York must look elsewhere for sympathy and support in his present strug- gle than to the distinguished republican Sena tor from Onto. —_—---—___ If we are to believe what the New York poll. Uclans say of one another, they are a pretty crooked lot, all around. The other day the “ halt- breeds” charged upon the “ stalwarts” that a petition on belialf of Conkling, contata- ing several thousand names, was a rauk forgery, and now the stalwarts are retaliating with the allegation that the half-breads are trying to buy stalwart voters at $2,000 a plecay —_—_~ore-___. ‘The doctors will have to take o w bearings. The commonly accepted theory that Brigh’’s disease of the kidneys 1s due to generous dct and free Indulgence in stimulating beverages is quite upset by the case of Mr. Joseph Sabin, the well-kaown New York bibiuopollst, who died last Sanday. Dir. Sabin led a perfectly regular and abstemtous life, drinking neither spirituous liquors, Uizht wines, beer, tea, nor coffee, abd never using tobacco In any form. and yet he fell a victim to that painful ana fatal malady.
